This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, in conjunction with FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The attached solicitation D16PS00871 is hereby issued as a Request for Proposal (RFP).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-90.

This solicitation is being issued using Full-and-Open Competition under NAICS 541990 ($15.0).

The U.S. Institute for Environmental Conflict Resolution (U.S. Institute) is in need of neutral third party leadership, collaboration and consensus building services in the capacity of Chair for the Missouri River Recovery Implementation Committee (MRRIC/Committee). The Chair will assist the Committee in developing and making consensus on recommendations to the U.S. Army Corps of Engineers (USACE) and the U.S. Fish and Wildlife Service (USFWS) on the management of the Missouri River and recovery of the endangered species.

The period of performance will be from the Date of Award for five years.

The Provision at FAR 52.212-1 applies to this acquisition. Addenda apply.

The Provision at FAR 52.212-2 Evaluation ¿ Commercial Items is used. The factors to be used to evaluate proposals are Technical Expertise, Past Performance, and Price/Cost. Technical Expertise and Past Performance, when combined, are significantly more important than Cost or Price.

Proposals are to include a copy of the applicable sections of provision FAR 52.212-3 Offeror Representations and Certifications ¿ Commercial Items, with its offer.

The Clause at FAR 52.212-4 applies to this acquisition. No addenda apply.

The Clause at FAR 52.212-5 applies to this acquisition. Several additional FAR clauses cited in the clause are applicable to this acquisition.

The Government will award a single-award Indefinite Delivery, Indefinite Quantity contract from this solicitation. The IDIQ will allow the awarding of Firm-Fixed-Price task orders. Award will be made to the responsible offeror whose proposal, conforming to the solicitation, that represents the Best Value to the Government.

Additionally, the offeror is required to provide their Contractor Establishment code (DUNS number).

In accordance with 52.212-1, offerors must be registered in the System for Award Management (SAM) to be eligible for award. For information on registering with the SAM, visit www.sam.gov.

Proposals in response to this solicitation are due October 06, 2016 at 5:00 PM Eastern. All responses received after the due date and time will not be considered. Offerors are advised that they are responsible for ensuring their quotations have been received prior to the expiration date and time of this solicitation. Any quotations received later than the closing date and time or with missing information requested in this solicitation, will not be considered for award and will be considered as "non-responsive."
