Missouri River Recovery Implementation Committee (MRRIC) Chair

Amendment 1

The US Department of the Interior, Interior Business Center, Acquisition Services Directorate, Sierra Vista, Arizona is issuing a Request for Proposal (RFP) on behalf of the Morris K. Udall and Stewart L. Udall Foundation, U.S. Institute for Environmental Conflict Resolution, as documented in this RFP.

The Government anticipates awarding a single Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for this requirement.

A. Project Title

Missouri River Recovery Implementation Committee (MRRIC) Chair

B. Instructions to Offerors

B.1 Written Proposal Offerors must submit the information listed below. Total submission package should be no more than twenty-five (25) pages. Proposals with a page count exceeding the total submission page limit may be considered non-responsive. Please do not provide supplemental materials. Each volume as described below shall be submitted as a separate attachment.

B.1.1. Volume 1 – Technical Expertise

1) Name, title, organization, email and mailing addresses, telephone and fax numbers of the proposed Chair (key personnel) to support this project.

2) A description of how the offeror meets or will meet the following capabilities deemed by the government to be necessary for the successful completion of the project:

a) Contractor’s Approach

i) A description of the offeror’s understanding of the proposed work identified in the Statement of Work (SOW).

ii) Project approach to completing the requirements

b) Demonstration of Chair Qualifications

i) Experience leading a multi-party collaborative process in an impartial manner by helping parties recognize opportunities for mutual gains

ii) Familiarity with, or experience in, the Missouri River basin

iii) Experience working with diverse and/or competing interests around questions of resource management in systems of comparable complexity (to the Missouri River)

iv) Familiarity or experience with leading a committee or organization using formal and documented rules of order

v) Ability to move diverse groups to consensus in an unbiased and even-handed manner, subverting personal opinions and motivations to serve all members of the Committee equally

vi) Effective communication and listening skills

vii) Ability to manage time and keep groups on task

viii) Ability to help parties resolve disagreements and work through impasse

ix) Availability to prioritize this project, including: attendance of scheduled meetings (plenaries, work group meetings, etc.); responsiveness to Committee members, the Facilitation Team, and Lead Agency staff; and timely familiarity with MRRIC correspondence and work products

x) Knowledge of environmental laws and regulations (e.g., NEPA) and the scientific principles that apply

xi) Familiarity or experience with the Federal government (e.g. Federal laws and regulations, budget cycles)

xii) Experience working with Native American tribes/nations.

c) Availability and Conflict of Interest

i) Availability to begin the project immediately upon award of the contract.

ii) Ability and willingness to make this project the primary priority commitment during the IDIQ’s ordering period and the duration of any subsequent task order.

iii) A statement of any possible conflicts of interest and how the offeror proposes to address them.

3) A resume of the Key Personnel shall be included as a separate attachment to Volume 1. Resumes for other-than Key Personnel shall not be included. The resume shall not be more than four (4) pages with no smaller than 11-point font. The resume will NOT be included in Volume 1’s total page count, but will be included in the total submission page count. Resumes longer than this page limit will not be considered or evaluated.

4) An estimate of labor hours to complete the work identified in the SOW will be included as a separate attachment. Offerors are to use the attached “D16PS00871 Hours” spreadsheet (Note: this requirement is different from and separate from Volume 3 – Pricing below). The Government anticipates the use of one labor category. However, the hours spreadsheet includes columns for an additional labor category in case an offeror’s approach to the project includes an additional labor category. Do NOT include hourly rates, travel hours, total labor costs, or any other price elements. The estimated hours will be used in the evaluation of the offeror’s approach to the requirements outlined in the SOW. The offeror is to propose the amount of hours they deem necessary. This attachment shall not exceed three (3) pages and will NOT be included in Volume 1’s total page count, but will be included in the total submission page count. The page count of this attachment consists of: the completed spreadsheet which will count as one (1) page, and a limit of an additional two pages for detailing offeror assumptions. Note: the 11-point font requirement does not apply to the spreadsheets.

Volume 1 – Technical Expertise should be no more than eight (8) pages with no smaller than 11-point font. Proposals containing a Volume 1 with a page count exceeding this page limit may be considered non-responsive. In addition, proposals containing pricing elements as described in paragraph 3 above may be considered non-responsive.

B.1.2. Volume 2 – Past Experience This volume will be used to provide additional data for the evaluation of Volume 1 – Technical Expertise.

1. Using up to two examples from past experience, briefly describe the offeror’s approach to:

· working in a neutral capacity to organize, design, and implementing a Tribal and/or stakeholder situation assessment,

· working with collaborative, ad-hoc groups (e.g. steering committees or working groups) to develop governance frameworks and/or operating procedures,

· supporting and/or participating in collaborative process involving Tribal interests,

· organizing, designing, and facilitating large group meetings which include challenging and complex issues among a variety of stakeholders, including federal agencies, Tribes, and/or other stakeholders with varying backgrounds, and

· Organizing, facilitating, and documenting webinars with up to 50 participants.

2. Past Experience should also communicate how the contractor has previously accomplished activities similar to those which are listed under Volume 1 paragraph 2.

3. Summaries shall include the specific contract number, the agency/organization supported, and the name and contact information for one reference for each project.

Volume 2 – Past Experience should be no more than five (5) pages with no smaller than 11-point font. Proposals containing a Volume 2 with a page count exceeding this page limit may be considered non-responsive.

B.1.3. Volume 3 – Pricing The Government intends to award an Indefinite Delivery/Indefinite Quantity type contract. The IDIQ will allow the issuance of Firm-Fixed-Price task orders.

1. Provide a Price Proposal utilizing the budget template titled “D16PS00871 Price Proposal” included in the RFP package.

2. The Government anticipates the use of one labor category. However, the spreadsheet includes columns for an additional labor category in case an offeror’s approach to the project includes an additional labor category.

3. Price proposals will be completed by providing a fixed services price for each services unit, CLINs 0001 through 0013. Offerors are to include travel hours in the fixed price for each service unit requiring travel, even though the locations of in-person service units will vary. The resulting fixed price will be used regardless of meeting location.

4. Offerors will demonstrate how they arrived at their fixed services pricing by detailing labor categories, fully burdened labor rates, fully burdened travel labor rates and the number of hours estimated to complete each service unit.

5. Because of the types and durations of meetings/activities associated with CLINs 0014 through 0016, a fixed price cannot be negotiated at this time. As a result, the offeror will propose labor rates that will be used to negotiate a fixed price at the task order level when more certainty is available.

6. Please identify, as a specific line item, the estimated billable labor hours for project-related travel. The Government requests a discount of fifty percent (50%) for all contracted labor rate(s) for all travel hours billed. Therefore, offerors shall include separate labor rate(s) and estimated hours for travel time.

7. Travel costs, to be differentiated from travel hours as detailed in paragraph 3 above, will be reimbursed on an actual cost basis and in accordance with the Federal Travel Regulations.

8. Price proposals must include estimated direct expenses including all subcontractor labor (if applicable), travel costs, and other direct expenses. Include burden as applicable, specifying burden rates and burden calculations.

9. For the purposes of evaluating travel costs, the contractor will provide a travel cost proposal on two hypothetical trips. Each trip will be for four days and three nights. The location for the first trip is Kansas City, MO and the location for the second is Omaha, NE.

Volume 3 – Price is to be no more than four (4) pages with no smaller than 11-point font. Proposals containing a Volume 3 with a page count exceeding this page limit may be considered non-responsive. The page count of this volume consists of: a completed “D16PS00871 Price Proposal” spreadsheet which will count as one (1) page, and a limit of an additional three pages for detailing the assumptions used in developing the proposal. Note: the 11-point font requirement does not apply to the spreadsheet.

B.1.4. Volume 4 - Company Profile As a part of the proposal, Offerors shall provide a Company Profile to include the following:

· DUNS Number

· Name, title, organization, email and mailing addresses, telephone and fax numbers of the offeror’s Contract Administrator to support this project.

· Offeror’s completion of the appropriate sections of FAR 52.212-3 included as a separate attachment to Volume 4. The completion of these sections will NOT be included in the Volume 4 or Total Submission Package page limits.

Volume 4 - Company Profile shall be no more than one (1) page with no smaller than 11-point font.

B.2 Oral Presentation

From the proposals submitted, the two to three proposals determined to most closely demonstrate Best Value will be invited to provide an oral presentation on the highlights of the technical and past experience elements of their response to this RFP. This presentation will include a question and answer period. The oral presentations are tentatively scheduled for November 15-16, 2016, to be held in Omaha, NE. The session will be led by the Technical Evaluation Team (TET). Oral Presentations will be attended by other representatives of the Government, members of MRRIC, and other stakeholders, some of whom will attend remotely. The oral presentation will be used to assess the offeror’s capability to satisfy the requirements set forth in the RFP.

The offeror shall identify the author of the presentation by name and association with the offeror. Attendance at the presentation and Q&A session shall be limited to the offeror’s proposed IDIQ key personnel. An offeror’s “key personnel” will include the person who will be assigned to the IDIQ as key personnel (MRRIC Chair) per Section 5. Any additional representatives may make a brief introduction which will not be evaluated, but which will count towards the offeror’s allotted time. For the remainder of the presentation, only the key personnel shall present.

The offeror will be given 10 minutes for set-up. After opening remarks by the Government, the offeror will be given up an estimated 20 to 30 minutes to present, uninterrupted. A specific time limit will be established when offerors are selected for oral presentations. The presentation will be stopped precisely after the allotted time.

Upon completion of the presentation, the Government will caucus to formulate any clarifications regarding the technical proposal (written and oral). The Government will take no more than 20 minutes to formulate clarifications, if any. The Government and offeror will then address any clarifications posed by the Contracting Officer or Technical Evaluation Board (TET). If a clarification session is necessary, it will last no longer than 30 minutes. The total presentation, caucus and clarification should be no more than two hours. The Contracting Officer and TETB will be responsible for ensuring the schedule is met and that all offerors are given the same opportunity to present and answer questions.

There is no limit to the number of slides that can be presented during the oral proposal presentation, but only those slides presented during the oral presentation will be considered for evaluation. ONLY slides submitted in advance with the written submission at the close of the RFP will be considered. Any slides over and above those presented during the oral presentation will be returned to the offeror and will not be evaluated. No other media may be used. The presentation must be in Adobe pdf format. Unobtrusive company logos or names can be inserted in any or all slides. Slides should be sequentially numbered in the lower right corner. The slides shall not contain any fonts smaller than a proportionally spaced font (such as Times New Roman) of at least 12 points.

The Government will provide a computer and projector. The contractor will be asked to provide presentation materials in pdf format, by email, in advance of the presentation.

The contracting Officer will schedule the oral presentation with the contractor representative after the close of the RFP. Time slots will be assigned randomly and may not be changed or traded. The Government reserves the right to reschedule any offeror’s oral presentation at its sole discretion.

Oral presentations will be given at facilities designated by the Contracting Officer. The exact location, seating capacity and any other relevant information will be provided when the presentations are scheduled.

The Government does not expect the offeror to provide a thorough presentation of those items already submitted in writing. Instead, the offeror shall address the information described under the topics below. The Technical Oral Presentation shall include the following topics and be organized in the following order:

· Topic 1: Approach

· Understanding of the Requirement

· Project Approach

· Topic 2: Key Personnel

· Key Personnel Qualification

· Topic 3: Past Experience

· Record 1

· Record 2

C. Basis of Award/evaluation Procedures

Basis of Award/Best Value: The Basis of Award will be Best Value. An IDIQ contract will be awarded to the offeror whose proposal, conforming to the RFP, represents the Best Value to the Government. When determining Best Value, Technical and Past Performance, when combined, are significantly more important than Cost or Price. The capabilities described under Volume 1 paragraph 2 above and the clarity and effectiveness of the offeror’s approach to accomplishing the requirements detailed in the SOW are key in determining Best Value for this award and will be the basis for the Technical Evaluation.

The offeror’s quality of presentation and responsiveness to questions during oral presentations will be considered as part of the Technical Evaluation.

Past Performance on similar projects and other U.S. Institute projects: Past Performance, to be differentiated from Volume 2 – Past Experience, will be evaluated using information located in the Government’s Past Performance Information Retrieval System (PPIRS) and evaluations of other U.S. Institute projects.

Price Evaluation: Price will be evaluated based on the proposed service unit fixed prices, amount of hours, labor rates, subcontractor costs, other direct costs, and burden rates. In addition, the proposed prices will be used to calculate a total estimated price for one year of performance. This will be accomplished by multiplying the Government’s estimated number of service units by the offeror’s proposed price. The resulting total estimated value of one year of performance will be used to determine Best value.

SAM Registration: Offerors must have successfully completed all registrations in the Federal System for Award Management (SAM) prior to contract award. Information can be found at https://www.sam.gov/portal/public/SAM/. An offeror will not be considered for award if its SAM registration indicates that it has Delinquent Federal Debts.

D. Evaluation Phases and SUBMISSION DEADLINEs

Evaluation Phase 1 - Written Proposals: The proposals received will be evaluated against the RFP requirements. The two to three acceptable proposals determined to most closely demonstrate Best Value will be selected to advance to Evaluation Phase 2: Oral Presentation.

Written proposals in response to this request shall be submitted by 5:00 PM Eastern, on October 06, 2016.

Evaluation Phase 2 - Oral Presentation: Offerors participating in this phase will be invited to provide oral presentations, including a question and answer period. See Section B.2 above for additional information.

Note: Offerors selected for Phase II, Oral Presentations, will be responsible for all costs associated with completing the in-person presentation. Remote or virtual presentations do not meet the needs for the Government’s ability to evaluate offerors. Therefore, remote or virtual presentations are not permitted.

After Phase 1 and Phase 2 evaluations are completed, the proposal which represents the Best Value to the Government will be selected for Contract award.

E. Request for Proposal Inquiries

All questions must be submitted by 5:00 PM Eastern on September 16, 2016.
