About this opportunity
The Uniformed Services University of the Health Sciences seeks procurement of one MRI Compatible Behavioral Testing Equipment Suite with a response deadline of August 25, 2026 at 10:00 AM EST. This is a total small business set-aside acquisition.
Place of performance is Bethesda, Maryland (4301 Jones Bridge Road, Bethesda, MD 20814), with F.O.B. Destination delivery required. The NAICS code is 334510, Electromedical and Electrotherapeutic Apparatus Manufacturing, with a size standard of 1,250 employees; PSC code is 6640, Laboratory Equipment and Supplies.
The system must be a modular, multi-channel physiological signal recording platform capable of operation in standalone laboratory settings and inside MRI environments. Minimum specifications include acquisition of electrocardiogram, surface electromyography, electrodermal activity, and respiration, with expandable capability for pulse/photoplethysmography, peripheral oxygen saturation, and skin temperature through interchangeable modules. The delivered system must provide at least sixteen analog input channels, expandable without replacing the base unit, and must be MR-conditional and certified safe for in-scanner use with non-ferromagnetic components, current-limiting safety features, RF filtering, and shielded or fiber-optic signal transmission. All signals must digitize at sixteen-bit resolution or greater with sampling rates appropriate to each signal type. Amplifier inputs must be electrically isolated and meet IEC 60601-1 electrical-safety standards with a common-mode rejection ratio of at least 100 dB. The package must include acquisition and analysis software with real-time multi-channel display, event marking, offline review, and data export to open formats; electrodes, leads, transducers, respiration belts, starter consumables, user documentation, and calibration procedures.
Award will be made on a best-value basis considering technical factors (processes, quality control, and delivery schedule), past performance history evaluated using Supplier Performance Risk System and Contractor Performance Assessment Reporting System data for the past three years, and price reasonableness. Prices must be valid for a minimum of 30 days and include all shipping costs. Questions are due August 20, 2026 at 10:00 AM EST.
