About this opportunity

The Department of Energy is seeking insulating and heating blankets for the Material Plasma Exposure eXperiment (MPEX) at Oak Ridge National Laboratory. The solicitation requires manufacturing 18 total blankets for various vacuum vessel components, designed to heat vessels from 20C to 150C within 24 hours and withstand 100 heat up and cooldown cycles. Contractors must develop a comprehensive quality plan, complete a design review process, and fabricate blankets that meet strict technical specifications, including approved material composition, magnetic permeability requirements, and specific electrical safety standards. The contract will require detailed documentation, including factory acceptance test reports, quality inspection data, and as-built mechanical drawings. The proposal response is due by April 14, 2025, with an expected contract award timeline that mandates blanket delivery within 24 weeks after contract initiation.

The procurement has no specific set-aside designation and is categorized under NAICS code 333414 for Heating Equipment Manufacturing and PSC category 5970 for Electrical Insulators and Insulating Materials. The contract will be performed at Oak Ridge National Laboratory in Tennessee, with a specific requirement for blankets to operate with cable leads up to 30 meters long and maintain an outer insulation temperature below 120F. Contractors should preferably hold ISO 9001 certification and demonstrate NQA-1 compliance. The project involves extensive technical specifications, including using non-asbestos insulation, UL-listed components, and compliance with strict material selection guidelines outlined in the MPEX Vacuum Handbook. While a specific award value is not detailed, the technical complexity and specialized nature of the project suggest a sophisticated procurement process with rigorous performance expectations.

Notice text

The Material Plasma Exposure eXperiment (MPEX), a superconducting magnet, steady-state device, is being built at Oak Ridge National Laboratory (ORNL) to address the harsh conditions inside a fusion reactor. This device, as designed, will have the unique feature of being able to conduct accelerated lifetime tests of plasma-facing components, including those that have experienced neutron damage. The vacuum vessels create the vacuum barrier to generate and contain the plasma. The vacuum vessels require to be baked out. To bake out the vacuum vessels, insulating and heating blankets are required.
