About this file
This Statement of Work (SOW) details requirements for designing, manufacturing, testing, and delivering insulating and heating blankets for the Material Plasma Exposure Experiment (MPEX) at Oak Ridge National Laboratory. The project involves procuring 18 total blankets across multiple vacuum vessel components, including insulating blankets for dump tanks, drift pipes, diagnostic chambers, launchers, and bellows, as well as heating blankets for various chambers, pump ducting, and other system components.
The SOW outlines a comprehensive six-task process for contract execution: 1) developing a quality plan and project schedule, 2) project management, 3) design review and performance specifications, 4) manufacturing design review, 5) blanket fabrication, and 6) blanket delivery. Key deliverables include submission of quality assurance documentation, manufacturing design review materials, quality inspection data, factory acceptance test reports, and as-built mechanical drawings. The blankets must be delivered within 24 weeks after contract award, with on-site acceptance testing to verify factory acceptance. The project requires strict adherence to quality standards, with a preference for ISO 9001 certification and NQA-1 compliance, and will involve ongoing communication and review meetings between the seller and Oak Ridge National Laboratory.

1. INTRODUCTION
The Material Plasma Exposure eXperiment (MPEX), a superconducting magnet, steady-state device, is being built at Oak Ridge National Laboratory (ORNL) to address the harsh conditions inside a fusion reactor. This device, as designed, will have the unique feature of being able to conduct accelerated lifetime tests of plasma-facing components, including those that have experienced neutron damage. The vacuum vessels create the vacuum barrier to generate and contain the plasma. The vacuum vessels require to be baked out. To bake out the vacuum vessels, insulating and heating blankets are required.
2. SCOPE
