About this opportunity

The United States Marine Corps through Marine Corps Installations - National Capital Region (MCI-NCR) is procuring specialized moving services to relocate a Boeing Vertol CH-46E helicopter from the National Air and Space Museum Steven F. Udvar-Hazy Center to the National Museum of the Marine Corps Museum Support Facility in Dumfries, Virginia. The contractor must provide comprehensive transportation services including loading, transport, and unloading of the approximately 17,000-pound aircraft, along with developing a detailed transportation plan within two weeks of contract award that outlines routing, clearances, and handling methods. Required qualifications include obtaining all necessary permits, providing equipment for loading and unloading operations, and maintaining insurance coverage of $866,000 to match the aircraft's value. The government will evaluate proposals on a pass/fail basis for technical compliance, considering past performance and price reasonableness under FAR Part 13 procedures. The vendor question period closed on September 5, 2025 at 3:00 PM Eastern Time, with responses published on September 9, 2025, and the solicitation response deadline is September 15, 2025.

This opportunity is designated as a total small business set-aside with no incumbent contractor, representing a new initiative for the Marine Corps. The contract will be awarded on an "all-or-none" firm-fixed price basis with an estimated aircraft value of $866,000 requiring matching insurance coverage. Performance must be completed by October 31, 2025, with delivery specifically to Suite 100 at the Museum Support Facility where Marine Corps personnel will handle internal positioning and towing operations. The helicopter transport involves a single unit weighing approximately 17,000 pounds, with the aircraft remaining on its landing gear and requiring no disassembly of rotorheads or blades. The place of performance spans from the pickup location in Northern Virginia at the Udvar-Hazy Center to the final destination in Triangle, Virginia, with the contractor responsible for route planning and all necessary transportation permits and clearances.
