About this opportunity

The United States Marine Corps is seeking market research through a Request for Information for specialized moving services to relocate a Boeing Vertol CH-46E helicopter from the National Air and Space Museum Steven F. Udvar-Hazy Center in Chantilly, Virginia to the National Museum of the Marine Corps Museum Support Facility in Dumfries, Virginia. The Marine Corps Installations, National Capital Region - Regional Contracting Office is issuing this RFI under NAICS code 488510 (Freight Transportation Arrangement) to identify qualified contractors capable of developing detailed transportation plans, obtaining necessary permits, and providing specialized loading and unloading equipment for the partially disassembled aircraft. Contractors must demonstrate personnel qualifications including appropriate licenses and experience in aircraft transportation, as the rotor heads and blades will be removed by museum staff prior to transport. The government intends to award a Firm-Fixed Price contract and requires interested vendors to submit a two-page response including a capabilities statement and specific business information. The submission deadline is 11:00 AM EST on July 30, 2025, with responses to be sent to david.laster@usmc.mil.

This procurement opportunity does not utilize any set-aside designations and no incumbent contractors are mentioned in the documentation. The estimated value of the helicopter being transported is $866,000, though no specific contract value range has been disclosed for the moving services themselves. The performance period is scheduled to conclude by October 31, 2025, with the selected contractor required to submit a detailed transportation plan within two weeks of contract award. The project involves the relocation of a single CH-46E helicopter that will be partially disassembled for transport, with museum staff handling the removal of rotor components before the contractor assumes responsibility for the move. The procurement falls under PSC code V119 for transportation services, reflecting the specialized nature of aircraft relocation requirements.
