About this file
This document is a Questions and Answers (Q&A) Amendment for a federal contract opportunity to transport a Boeing Vertol CH-46E helicopter from the National Air and Space Museum Steven F. Udvar-Hazy Center to the National Museum of the Marine Corps (NMMC) Museum Support Facility in Virginia. The Q&A provides detailed clarifications on transportation logistics, including that vendors are responsible for loading/unloading the aircraft, obtaining necessary permits, and providing insurance coverage of $866,000. Key requirements include delivering the aircraft to Suite 100 at the Museum Support Facility by October 31, 2025, with NMMC staff handling internal towing and positioning.
The document outlines specific operational details such as no requirement for base access pre-registration, no need for rotorheads or blades to be removed, and confirmation that the aircraft can roll on its own landing gear. Vendors must submit a comprehensive transportation plan detailing route, clearances, and loading/unloading methods. The contract will be awarded under FAR Part 13 with technical compliance on a pass/fail basis, and the Contracting Officer's Representative (COR) will be present at both origin and destination. The project is a new initiative with no incumbent, and the Marine Corps will provide some support, such as towing the aircraft and potentially assisting with protective coverings.

SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
Q&A RESPONSES
1. Could you please confirm the correct suite number for the NMMC Museum Support Facility delivery (Suite 100 vs Suite 140)?
Government Response: As per RFQ PWS - Suite 100. Suite 140 is where the staff works, suite 100 is the storage site for the helicopter.
1. Could you please confirm whether any base access pre-registration or escort is required for commercial drivers and rigging staff?
Government Response: The Museum Support Facility and National Museum of the Marine Corps are not on Marine Corps Base Quantico and no base access pre-registration or access is required.
1. Is there any incumbent/recompete or this is a brand-new project?
0. If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
Government Response: This is a brand-new project.
1. Rigging/Loading Responsibility
0. Will the Government provide rigging crews for loading/unloading the aircraft, or should vendors include rigging support and equipment in their pricing?
Government Response: Vendors are entirely responsible for loading/unloading the aircraft, to include personnel and equipment.
1. Escort/Permits
0. Please confirm whether the Government will handle oversize load permits and escorts, or if vendors should include these services.
Government Response: Please review RFQ PWS - The contractor shall be responsible for all permitting necessary to facilitate transporting the aircraft.
1. Insurance Requirements
0. What minimum insurance coverage (cargo, liability, etc.) will be required for this project?
Government Response: Please review RFQ PWS - Contractor must show proof of sufficient insurance to cover the value of the CH-46E ($866,000)
1. Site Access/Security
0. Are there any special access or clearance requirements for the Udvar-Hazy Center or the Marine Corps Museum Support Facility beyond standard TWIC/escort procedures?
Government Response: Udvar Hazy will require names and vehicles information for security to access their grounds. They will receive contractor badging (w/ escort) from Udvar. That information to be relayed to Udvar Hazy by NMMC staff.
1. Schedule/Timeline
0. Is there a target date or delivery window for this move, and are there penalties for delay?
Government Response: Delivery of aircraft to MSF by October 31, 2025. Contractor shall complete all work by October 31; extenuating circumstances (defined by the Government) shall not be penalized.
1. Staging/Storage
0. If the aircraft cannot be delivered directly, will the Government provide temporary storage, or should vendors include that option?
Government Response: Aircraft must be delivered directly. If suite 100 becomes unavailable, suite 140 will serve as the back-up. If the entire MSF becomes unavailable, the aircraft shall return to Udvar Hazy.
1. The PWS requires proof of insurance sufficient to cover the CH-46E’s value of $866,000 within two weeks of award.
0. Please confirm whether this may be satisfied through cargo/shipper’s interest or equivalent insurance naming the Government as loss payee, or if a separate surety bond is required.
Government Response: A separate surety bond is not required. Proof of insurance (certificate of insurance) will be required per the PWS. Contractor must show proof of sufficient insurance to cover the value of the CH-46E ($866,000).
0. Also, confirm whether any performance or payment bond is required (not listed in the RFQ).
Government Response: At discretion of the vendor.
1. Please confirm that Freight Carrier Registration Program (FCRP) enrollment and an SDDC performance bond are not required for this domestic museum transport or advise if either is expected.
Government Response: This is an ad-hoc local museum movement contract and not transportation administered by FCRP or SDDC. Contractor is responsible for their compliance with any applicable laws and regulations.
1. Udvar-Hazy Center responsibilities
a. The PWS notes crane operations are not permitted indoors. May lifting be conducted outdoors by a certified rigger, and if so, can you provide the exact location and/or images of the loading area?
b. Are there staging, clearance, or maneuvering constraints we should anticipate at the loading location?
c. Will Udvar-Hazy staff move the aircraft outside, or is that the responsibility of the contractor?
d. If the contractor is responsible, what equipment would be authorized to move the aircraft out of the hangar?
Government Response:
a. Please refer to the following coordinates: 38.910578, -77.445912. Map attached for additional reference.
b. No anticipated constraints
c. Yes, NMMC and/or Udvar Hazy staff will tow the aircraft outside.
d. N/A
1. NMMC Museum Support Facility responsibilities
a. Please confirm whether the contractor’s role is limited to offloading the helicopter to the designated receiving point, or if we must also move it inside the hangar and position it within the facility. The PWS states NMMC staff will tow the aircraft from the vendor-supplied trailer to the restoration shop; please confirm this division of responsibility.
b. If internal positioning is also the contractor’s responsibility, please confirm that no government-provided aircraft transport equipment will be available and that all such handling must be contractor-furnished so we can scope the necessary rigging and ground-handling resources appropriately.
c. At MSF, is there a hard surface (paved/concrete) suitable for unloading and towing, or should the contractor plan for mats/ground protection if it is gravel/soil?
d. Are there grade, slope, or turn-radius limitations at the delivery point that could affect trailer type? Photos or satellite images would be helpful, in leu of a site visit.
Government Response:
a. After the offload by the vendor is completed, NMMC staff will tow aircraft into MSF Suite 100.
b. N/A, internal positioning to be handled by NMMC staff.
c. The MSF parking lot is a paved lot suitable for unloading as required. Depending on equipment, crane outriggers should use ground protection if ground surface damage is expected due to weight applied.
d. Some limitations at MSF off-loading site. See attached map for MSF. Look up 38.584645, -77.318176 map coordinates. Minimal 0%-3% sloped lots.
1. Will the POC assist with badging/clearance for contractor and subcontractor crews at both locations?
0. Please confirm the Government will assign a site POC at both origin and destination to support access, security, and tow operations.
Government Response: COR will be present at all times at origin and destination.
1. If the move is staged overnight en route (common for oversize loads), will secure laydown/staging be allowed at either site, or must the contractor secure independent staging areas?
0. Who bears risk while staged?
Government Response: NMMC can provide staging area overnight at the MSF only. Anywhere else will be the responsibility of the vendor and shall have prior approval of COR.
1. Please confirm award evaluation is based on price under FAR Part 13 with technical compliance on a pass/fail basis (ability to meet PWS, schedule, and terms) and that past performance is assessed as neutral-to-satisfactory.
Government Response: Please see FAR 52.212-2 & 52.212-2 Addendum for award evaluation criteria.
1. Will the contractor be required to submit lift plans at origin and/or destination?
Government Response: Please review RFQ PWS - The contractor shall:
i. Create a transportation plan that shall be provided to the TPOC in writing.
0. The transportation plan shall include specifics such as route, clearances horizontally and vertically, and any permitting requirements.
0. The transportation plan shall include details about the method of loading and unloading the aircraft.
1. Should the contractor expect to handle fluid removal or other HazMat (fuel, hydraulics, etc.), or has the aircraft been completely drained of fluids?
Government Response: The aircraft has been partially drained of fluids, and it is not expected for the contactor to work with any HAZMAT during this contract.
1. The PoP must conclude by October 31, 2025, during museum hours (Mon–Fri, 0700–1700, excluding federal holidays). Are there any other blackout dates or preferred move windows we should plan around at origin or destination (special events, construction, etc.)?
Government Response: None at this time.
1. Will the Government coordinate any required police or security escorts for the movement (e.g., at Udvar-Hazy or NMMC MSF), or should the contractor plan to secure and fund state/local escorts as dictated by oversize/overweight permits?
Government Response: Please review RFQ PWS - The contractor shall be responsible for all permitting necessary to facilitate transporting the aircraft.
1. Will the main rotor assemblies and tail pylon be taken off?
Government Response: No.
1. Will the stabilizers, landing gear covers be removed?
Government Response: No.
1. Can a 100-ton crane get in the area for loading if needed?
Government Response: Yes.
1. Can the craft roll on its own landing gear?
Government Response: Yes.
1. Will the cockpit controls, engine intakes, and exhausts be covered to prevent damage during transport?
Government Response: Due to the short distance of the trip, we have not planned to cover the aircraft to preserve the existing finish. NMMC staff is available to attach wire guides to the top of the aircraft if the contactor deems it prudent. (Controls shouldn't need securing with blades removed, and I would anticipate that the intakes are capable of sustaining highway speeds. NMMC staff may cover sections of the aircraft prior to shipping of we see a risk of damage to the aircraft.)
1. Would you have any issue with us deflating the wheels a little bit during transportation and blocking/chock the tires when loading and unloading?
Government Response: Not an issue.
1. Will the rotorheads be removed for this move by the Museum team?
Government Response: No.
1. Will personnel with equipment to add nitrogen to the landing gear be available?
Government Response: Yes.
1. Are the blades going to be in a blade box inside the helicopter?
Government Response: Blades are to be securely stored within aircraft by NMMC staff.
1. Do you need us to get a blade box?
Government Response: It is not requested for the contactor to supply blade boxes.
1. Will an aircraft mechanic be on site to make the connections to the crane?
Government Response: No.
1. Will the aircraft be towed to the crane?
Government Response: Yes.
1. Will the aircraft mechanic attach the hoist for the crane to lift?
Government Response: No.
