About this opportunity

The Department of Homeland Security's Customs and Border Protection (CBP) is seeking industry input through this Request for Information (RFI) regarding law enforcement vehicle upfitting services for their fleet operations. The RFI focuses on operationalizing vehicles through the integration of specialized law enforcement equipment, including emergency lighting systems, communication apparatus, weapon storage solutions, prisoner transport systems, cargo barriers, K-9 packages, auxiliary power systems, navigation equipment, and advanced technologies. CBP is interested in incorporating commercial and industry best practices into their procurement strategy while partnering with vendors to understand existing market capabilities, strengths, and weaknesses. The government emphasizes that responses will be used solely for contract planning purposes and will not be shared with competing industry suppliers; RFI responses will not result in contract awards or payment. The deadline for submitting responses is December 12, 2025, at 5:00 PM EDT, with submissions limited to 30 pages in PDF format and must include company name, address, point of contact information, telephone number, email address, and organizational size classification.

This RFI does not utilize any set-aside designations and no incumbent contractors are identified in this notice. CBP manages a fleet exceeding 22,000 vehicles and seeks to reduce current upfitting timelines that span 3-6 months following vehicle manufacturing to improve fleet deployment efficiency. The government is specifically interested in vendors demonstrating over 5 years of expertise in law enforcement vehicle modifications who can maintain National Highway Traffic Safety Administration (NHTSA) compliance and preserve manufacturer safety ratings. While no specific award value or budget range is disclosed in this pre-solicitation notice, the scope encompasses upfitting services across all CBP component organizations, indicating a potentially substantial procurement. Vendors interested in responding should reference the Federal Supply Classification (FSC) Code N025 and Standard Industrial Classification (SIC) Code 336 when submitting their information.
