About this opportunity
The Air Force Air Combat Command intends to award a sole-source SBIR Phase III contract to Moth+Flame Inc for virtual reality headsets, specifically the Moth+Flame VR Kit. The agency has determined that Moth+Flame Inc is the only responsible source capable of satisfying their requirement for virtual reality training equipment. This pre-solicitation notice is not a request for proposals but rather serves as a market survey to determine if competitive procurement would be in the government's best interest. Interested parties must submit their capabilities, business size status, and intent to compete by 12:00 PM PST on September 9, 2025. The contract will be structured as a firm-fixed price agreement under the authority of 15 U.S. Code 638(r)(4)(B), and responses will only be used to evaluate whether competition is warranted.
This procurement does not utilize any small business set-aside designations, operating as an unrestricted competition despite the sole-source intent. Moth+Flame Inc has been identified as the incumbent contractor and sole qualified vendor for these specialized virtual reality systems. The notice does not specify contract values, quantities of VR headsets required, or performance timelines for the training equipment delivery. Interested parties must provide documentation of their business certifications, including 8(a), HUBZone, WOSB, SDVOSB, or other applicable small business designations when submitting capability statements. The procurement falls under NAICS code 334310 for Audio and Video Equipment Manufacturing and PSC code 6910 for Training Aids. Contact information has been provided for both the Contract Specialist Lt Jonathan Clark and Contracting Officer TSgt Angel Delgado for specific inquiries regarding this opportunity.
