About this opportunity
The Federal Housing Finance Agency seeks contractor services to develop and deliver quarterly mortgage prepayment reports comparing loan origination and prepayment performance of mortgages guaranteed by Fannie Mae and Freddie Mac on a firm-fixed-price basis, with proposals due June 10, 2026. This is a Total Small Business set-aside under NAICS 541511 (Custom Computer Programming Services, $37 million size standard); quotations must be electronically submitted to Jennifer.Sellers@fhfa.gov by 1:00 PM Eastern Time on the due date.
Place of performance is the contractor's own facilities. Reports shall be based on commercially available and marketed data; the contractor independently identifies and maintains all data sources. Deliverables include formatted Excel workbooks and machine-readable CSV files updated quarterly by the 15th calendar day following each quarter-end, with single-family loan performance data organized by deciles, cohorts, coupons, servicers, loan-to-value ratios, and other relevant groupings. The contractor must calculate Conditional Prepayment Rates, SMM, and related analytics aligned with industry standards and UMBS Rule methodologies. Subject matter expert and technical support services via email and telephone are included at no additional cost. Pre-production drafts are due within 15 calendar days of award if necessary; final drafts within 5 calendar days of FHFA comments if necessary. All deliverables must conform to Section 508 accessibility standards (WCAG Level A & AA).
The estimated contract value is approximately $300,000 for a base year plus four optional one-year periods. This is a recompete; incumbent contractor is RiskSpan, Inc. (contract 95314321P0013). FHFA intends to make one award based on best value determination, weighing technical capability more heavily than price. Volume I technical submissions are limited to 20 pages describing capability, methodology, data sources, and approach; an Accessibility Conformance Report using VPAT 2.1 or later is required. Volume II price submissions must include completed pricing worksheets with unit prices and a EULA or Terms of Use Agreement. Quotations must remain valid for 90 calendar days minimum. Questions are due May 27, 2026, at 4:00 PM Eastern Time. Quoters must be SAM-registered at submission time.
