Summary

This Statement of Work (SOW) outlines FHFA's requirement for contractor services to develop and deliver commercially available quarterly reports comparing loan origination and prepayment performance of mortgages guaranteed by Fannie Mae and Freddie Mac on a firm-fixed-price (FFP) basis. The contractor must provide reports with actual, historical data organized by deciles, cohorts, coupons, servicers, loan-to-value ratios, and other relevant groupings. Reports and supporting data tables/charts in machine-readable format must be updated quarterly and delivered electronically by the 15th calendar day of each quarter. The contractor must also deliver pre-production draft reports within 15 calendar days of award (if necessary) and final draft reports within 5 calendar days of FHFA comments (if necessary), and participate in a post-award kickoff meeting within 10 business days of award at no charge.

In addition to quarterly FFP reports referenced in Attachment D, the contractor must provide subject matter expert/technical support services via email and telephone at no additional cost, including answering report-specific questions, addressing validation issues, and providing updates. FHFA retains rights to use reports and data indefinitely for official government purposes including reports, presentations, public releases, and examinations of regulated entities. The license agreement must permit authorized FHFA end users to access the product from duty stations or remotely via VPN, must be governed by federal law, and must exclude indemnification of the contractor. The period of performance is one base year plus four one-year option periods, with performance conducted at the contractor's own facilities. All deliverables must conform to Section 508 accessibility standards (WCAG Level A & AA).

ATTACHMENT A: STATEMENT OF WORK (SOW)

MORTGAGE PREPAYMENT REPORTS

1.0 BACKGROUND

The Federal Housing Finance Agency (FHFA) was created by the Housing and Economic Recovery Act of 2008 (HERA) to regulate and supervise Fannie Mae, Freddie Mac, and the 11 Federal Home Loan Banks (jointly, the “regulated entities”). HERA combined three organizations, the Office of Federal Housing Enterprise Oversight, the Federal Housing Finance Board, and a group from the Department of Housing and Urban Development, which collectively had previously regulated these regulated entities. These institutions play critical roles in supporting our nation’s housing finance system. Fannie Mae and Freddie Mac guarantee mortgage-backed securities (MBS) and hold mortgages and MBS’ for investment. The Federal Home Loan Banks lend money to banks and other financial institutions using mortgages as collateral and also invest in mortgage-related assets. In 2008, FHFA placed Fannie Mae and Freddie Mac in conservatorships, where they remain.

2.0 SCOPE

FHFA is seeking contractor services to: (1) develop and deliver commercially available quarterly reports for comparing loan origination and prepayment performance of mortgages guaranteed by Fannie Mae and Freddie Mac on a firm-fixed-price (FFP) basis. The reports shall be based on commercially available and marketed data that is available to the Contractor. FHFA will use these reports internally and may share them with other government agencies or the public.

FHFA and the Contractor can bilaterally negotiate to include other reports on a FFP basis as needs arise for related reporting capabilities and information.

3.0 OBJECTIVE

The overall objective of this requirement is to obtain reports that present loan origination attributes and prepayment performance of mortgages guaranteed by the Enterprises.

The Contractor shall make “minor report changes,” (e.g., font changes, format changes, etc.) as defined by the Contractor to reports during performance without additional charge beyond the monthly FFP. Data precision in the delivered reports shall match the examples provided in Attachment D.
