Volume I: Technical Quotation

The Quoter’s technical submission shall demonstrate the firm’s capability to perform the work requirements outlined in Attachment A, Statement of Work (SOW). Volume I shall include separate sections within the volume outlining the following items:

Item 1.0 Technical Capability and Approach.

The Technical Capability and Approach must describe the Quoter’s proposed overall capability and approach to fulfill the overall requirements of Attachment A, Statement of Work (SOW), especially those delineated in Sections 4.0 and 5.0. Quoters must describe and demonstrate the soundness of their approach, methodology, data sources, technique, product, and/or plan to accomplish each task/requirement identified in Attachment A. Quoters must separately address each task/requirement and describe how it can complete and meet those tasks/requirements; the Quoter must not simply restate the requirements as written in Attachment A.

The Quoter must format its Item 1.0 submission such that it corresponds with the order of tasks/requirements delineated in Attachment A and makes reference to a specific section within Attachment A (e.g., Response to Section 4.1, Response to Section 4.2, etc.). The Government is seeking to determine if the Quoter can satisfy all of the Government’s requirements and how the vendor intends to satisfy those requirements.

The Quoter must include a description of its data sources that support its reports, including its data dictionary or equivalent documentation. Data dictionary or equivalent documentation may be an embedded link (sites must be within the United States) and the page lengths will not be included in the

Volume I, Item 1.0 page limit. Data description should include beginning (and end if appropriate) of time series, frequency of updates, and delay from creation of data at its source to availability in vendor’s product (i.e., update lag time).

This item is evaluated and factors into a rating given for Volume I; it must be included by the Quoter in its Volume I submission.

Item 2.0 Conformance with Information and Communication Technology (ICT) Accessibility Requirements (Section 508).

Commercial off-the-shelf (COTS) and Cloud-Based Solutions including Software as a Service (SaaS) products (no development or customization):

Provide an Accessibility Conformance Report (ACR) for each commercially available Information and Communication Technology (ICT) item that will be developed, procured, maintained, or used under this contract.

1. Create the ACR using the Voluntary Product Accessibility Template (VPAT®) Version

2.1 or later, located at https://www.itic.org/policy/accessibility/vpat.

2. Complete each ACR in accordance with the instructions provided in the VPAT® template. Each ACR must address the applicable Section 508 requirements referenced in the Statement of Work/Performance Work Statement/Specifications.

3. Address each standard individually and with specificity, and clarify whether conformance is achieved throughout the entire ICT Item (for example - user functionality, administrator functionality, and reporting), or only in limited areas of the ICT Item. Each ACR shall state exactly how the ICT meets the applicable standards in the remarks/explanations column, or through additional narrative. All "Not Applicable" responses must be explained in the remarks/explanations column or through additional narrative.

4. Provide a description of the evaluation methods used to support Section 508 conformance claims. The Agency reserves the right, prior to making an award decision, to perform testing on some or all of the Vendor’s proposed ICT items to validate Section 508 conformance claims made in the ACR.

Page Limitation. Excluding the cover page, Item 2.0, and data dictionary/documentation link, the Volume I Technical Quotation Item 1.0 submission is limited to: twenty (20) pages.

The font and format shall be of readable quality. Excessively small font may be rejected or not evaluated at the Contracting Officer’s discretion.

Quoters shall not include any price information in the technical quotation. For the overall technical quotation, a recitation or paraphrasing of the requirements already identified in the work requirements will not improve the quotation.

Volume II- Price Quotation https://www.itic.org/policy/accessibility/vpat

Request for Quote (RFQ) FHF-26-Q-0046 Page 4 of 5

Each Quoter shall submit a price quotation separate from the Technical Quotation (Volume I).

The price quotation shall include the following:

Item 1.0 Completed Pricing Worksheets.

• Completion of all unit prices as stated in Attachment C, Pricing Worksheet, including any stated options. Please include any and all discounts in this pricing.

• If any further explanation of the price extended in Attachment C is needed, please include a Microsoft Word and/or Adobe PDF document within your Volume II submission that provides the necessary narrative. However, the Quoter’s officially extended and final pricing must be included in Attachment C.

Item 2.0 License Agreement/Terms of Use Agreement.

Quoters shall submit their EULA or Terms of Use Agreement, preferably a Federal government version, as part of Volume II (as a separate Microsoft Word document). Quoters shall adhere to the SOW, and more specifically SOW Section 6.0, for specific guidance related to the license agreement.

This item is not evaluated and does not factor into an analysis of the Volume II, Price Quotation submission, but must be included by the Quoter in its Volume II submission.

Page Limitation. There is no page limitation on the Volume II Price quotation submission.

Representations and Certifications

Quoters shall submit representations and certifications per FAR 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services (MAY 2024) (DEVIATION FEB 2025) (see FAR 52.212-3(b) for those representations and certifications that the quoter shall complete electronically). Please note sections (d) and (t) are considered “Reserved” for this solicitation.

Evaluation and Selection Process

Since this award is made under the policies of FAR Part 12 in conjunction with FAR Part 13 procedures, the evaluation process is streamlined, and FHFA has considerable flexibility in its award decision. FHFA will evaluate the quotation considering positive attributes, negative attributes, and potential risk of the overall quotation.

During the evaluation process, FHFA may or may not conduct exchanges. If FHFA conducts exchanges, such exchanges may be with one, several, or all Quoters. Exchanges may vary based on FHFA’s need to understand or give Quoters an opportunity to improve their quotations, but all exchanges will be fair and equitable.

Only Quoters whose quotes receive an overall technical rating of acceptable or higher will be considered for award. Following an evaluation and, if necessary, tradeoff analysis, FHFA may make one or more than one award based on the quote(s) that is (are) evaluated to be the best value and determined responsible. While not guaranteed, at the current time, FHFA intends to make one (1) purchase order award.

Request for Quote (RFQ) FHF-26-Q-0046 Page 5 of 5

The purchase order award will be for a base period of one (1) year plus four (4) one-year option years with a firm-fixed-price (FFP) contract line item numbers (CLINs).

FHFA reserves the right to make an award based on other than the lowest quoted price.

Technical (Volume I) is more important than price (Volume II); however, the importance of price as a factor could become greater if competing quotations are evaluated as technically equal.
