About this opportunity

The Department of the Interior National Park Service Pacific West Region seeks installation of fiber optic conduit and cabling at Mount Rainier National Park, with proposals due August 17, 2026. This is a Service-Disabled Veteran-Owned Small Business set-aside, restricting competition to the SDVOSB pool.

Place of performance is Paradise, Mount Rainier National Park, Washington (elevation approximately 5,400 feet). The work spans approximately 7,100 linear feet and includes installation of three fiber routes from the Henry M. Jackson Visitor Center to the Wastewater Treatment Plant, Ski Dorm, and Glacier Dorm, comprising one 48-fiber cable (6,900 feet), one 12-fiber cable (2,300 feet), and one 12-fiber cable (2,500 feet). Scope includes excavation of approximately 2,425 linear feet, installation of new Schedule 40 and Schedule 80 PVC conduit, furnishing and installation of six new subsurface vaults (traffic-rated and non-traffic-rated), horizontal directional boring or pneumatic boring for road crossings, building penetrations, Tier 1 and Tier 2 optical loss testing, as-built drawings, and OTDR trace reports. The contractor must provide a 20-year manufacturer warranty on cables and conduit.

Performance period is September 14 through December 18, 2026. Work must commence within 10 calendar days of notice to proceed and be completed within 90 days, operating Monday through Friday, 7:00 a.m. to 5:30 p.m. Excavation below 35°F or during snow or standing water is prohibited; weather-related delays are excusable and non-compensable. Davis-Bacon prevailing wage applies with Zone 3 differentials. The estimated project value ranges from $250,000 to $500,000. Small business size standard under NAICS 238210 is $19 million. A consolidated site visit occurred July 28, 2026. All amendments (0001, 0002, 0003) have been posted; Amendment 0003 posted August 11 contains contractor questions and answers. Quotations must be submitted by email to michael_abner@nps.gov; questions were due August 6. Offerors must maintain current SAM.gov registration and complete all required forms, representations, and certifications. Payment bonds equal to 100 percent of contract price are required within 10 days of award; performance bonds are required if the award exceeds $150,000. Liability insurance of $250,000 per person/occurrence/property damage is required with the United States named as insured.
