About this opportunity

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Puget Sound is conducting market research to identify qualified sources capable of providing synthetic 12-strand mooring line assemblies for the COMPACFLT Barge Program in Guam. This Pre-Solicitation Notice, posted on January 20, 2026, seeks capability statements from interested vendors by January 27, 2026, though this notice does not represent a commitment to issue a solicitation or award a contract. The required mooring lines must be constructed from high-modulus polyethylene (HMPE) with UV and abrasion resistance, meeting or exceeding cordage industry standards such as CI-1500, and must include certified minimum breaking strength documentation. Interested parties are required to submit detailed capability statements addressing company information, business classification status, technical capability to produce the specified items, past performance on similar government or commercial contracts, product type (COTS, modified COTS, or non-commercial), and information regarding standard commercial warranties. The evaluation will focus on vendors' demonstrated ability to meet the technical specifications outlined in the attached specification sheet and their experience delivering comparable products.

Three distinct rope assemblies are specified under this requirement: a 1-5/8" diameter by 100-foot rope with two protective-covered eye splices and floating line preference; a 1-1/2" diameter by 50-foot rope with thimble eye splices on each end; and a 1-1/2" diameter by 100-foot rope with mixed eye splice configurations. All assemblies must be spliced by qualified riggers per manufacturer specifications, properly coiled, protected from UV and moisture during packaging, and tagged with identification information including diameter, length, and lot/batch numbers. No set-aside designation has been applied to this procurement. The specific contract value and total quantity of rope assemblies required have not been disclosed in the Pre-Solicitation Notice. Prospective contractors should monitor official government sources for any subsequent solicitation documents, as this market research phase is intended only to assess vendor capabilities and availability.
