About this opportunity
The Department of the Navy Naval Supply Systems Command, through Fleet Logistics Center Puget Sound, is procuring mooring lines for the COMPACFLT Barge Program in Guam to support shipboard line-handling and general operations. The procurement will utilize FAR Part 12 commercial procedures and will result in a firm fixed-price supply contract awarded to a responsible source. Key contract requirements include the supply of three synthetic 12-strand rope assemblies constructed from high-modulus polyethylene (HMPE) or equivalent material, with specific dimensional specifications, protective splicing, UV and abrasion resistance, and manufacturer certification of minimum breaking strength in accordance with cordage industry standards such as CI-1500. Prospective offerors must be registered in the System Award Management (SAM) database prior to proposal submission and maintain that registration through contract performance and final payment. The solicitation is anticipated to be posted to sam.gov on or about March 5, 2026, with proposals due on or about March 12, 2026, and delivery anticipated by April 30, 2026.
This procurement is designated as a Total Small Business Set-aside, restricting eligibility to qualifying small businesses. The specification sheet identifies three distinct line items: one 1-5/8" diameter by 100-foot rope with protective-covered eye splices, and two 1-1/2" diameter ropes of 50 feet and 100 feet respectively with thimble or soft eye splices. The specification sheet was provided as a government file and serves as the basis for vendor submissions. No specific budget range or award value is disclosed in the pre-solicitation notice, nor is any incumbent contractor identified. Prospective offerors are responsible for monitoring sam.gov for all solicitation documents and any subsequent amendments, and splicing work must be performed by qualified riggers in accordance with manufacturer specifications.
