About this opportunity

The Selective Service System is conducting a Request for Information to assess industry capabilities for modernizing its Moodle Learning Management System, with responses due by 3:00 PM Eastern Time on July 10, 2026. This is market research only and does not constitute a binding commitment.

The SSS operates Moodle 4.4.3 on-premises serving 2,000+ users (surge capacity 20,000+) across Federal employees, contractors, State Directors, Reserve Service Members, and Local Board Members. The agency plans to migrate to a FedRAMP Moderate (or higher) cloud environment, moving 25+ SCORM/xAPI-compliant courses with approximately 2 GB of data and historical training records while maintaining a 25% concurrent user access threshold during peak periods.

Required capabilities include platform modernization, system integration with the Integrated Mobilization Information System (IMIS), scalable infrastructure, Moodle technical expertise, analytics and reporting, content development and maintenance, and compliance with FISMA, NIST SP 800-53, Section 508 accessibility, CISA Binding Operational Directives, and Federal Zero Trust strategy. The solution must support standards-based authentication (SAML 2.0, OIDC), federal identity credentials (CAC/PIV), Single Sign-On via FedRAMP-authorized identity providers, and Login.gov integration where appropriate, with centralized logging via Splunk Cloud.

The government anticipates a single-award, firm-fixed-price contract beginning October 1, 2026, using full and open competition with no small business set-asides. Contractor personnel with administrative or database access must hold Public Trust (Tier 1/2) clearance or equivalent suitability. Amendment 1 posted vendor questions and government responses on July 6, 2026, extending the submission deadline from June 30 to July 10, 2026.

Interested vendors should submit capability statements, past performance, projected timelines, estimated costs, and supporting information to Ms. Shimere Cooper (shimere.cooper@sss.gov) with subject line "SSS LMS Modernization."
