About this file
This file is an amendment to a Request for Information (RFI) containing seven sets of questions and government responses regarding the modernization of the Selective Service System's (SSS) Moodle Learning Management System (LMS).
Current System and Requirements: SSS operates Moodle version 4.4.3 with 478 plugins on premises and plans to migrate to a government-authorized cloud environment within a FedRAMP Moderate (or higher) setting. The system currently supports 2,000+ users with anticipated surge capacity reaching 20,000+ during mobilization scenarios, with expectations that up to 25% of the user population may access training simultaneously during peak periods. The LMS is publicly facing, supporting Federal employees, contractors, State Directors, Reserve Service Members, and Local Board Members. SSS will migrate approximately 25+ courses with SCORM/xAPI capabilities and 2GB storage ceiling, plus historical training records and user data, while maintaining data integrity. The agency uses Articulate Rise360 with AI for course development and requires support for SCORM/xAPI compliance.
Technical, Security, and Contractual Parameters: The modernized solution must comply with FISMA, NIST SP 800-53, FedRAMP-aligned security and continuous monitoring, Section 508 accessibility standards, CISA Binding Operational Directives, and Federal Zero Trust strategy principles including centralized logging via Splunk Cloud. The LMS must support standards-based authentication (SAML 2.0, OIDC), federal identity credentials (CAC/PIV), Single Sign-On via FedRAMP-authorized identity providers, Login.gov integration where appropriate, and role-based access control (RBAC). Integration with the current Integrated Mobilization Information System (IMIS) is required, with future system replacement planned. The government anticipates a single-award, firm-fixed-price contract with performance period October 1, 2026 through September 30, 2026 (note: date discrepancy in document), using full and open competition without small business set-asides. Implementation will follow a phased migration approach with development in a DEV environment before production push, blackout periods during Federal Holidays and furloughs, and a six-month initial rollout with ongoing maintenance thereafter. Contractor support includes platform modernization, back-end administration, instructional design, content development, SCORM/xAPI course development, user management, course administration, enrollment support, reporting support, troubleshooting, and configuration. Contractor personnel with administrative or database access must hold Public Trust (Tier 1/2) clearance or equivalent suitability with complete background checks. No option years are anticipated, and there are currently no incumbent contractors.
