About this opportunity

The Department of Agriculture Forest Service is seeking contractors to perform the Monument Fire Center Telecom Upgrade project. The scope of work includes mobilization, quality control, removal and replacement of copper and fiber optic cabling and associated equipment, relocation of communication equipment, electrical work, trenching and installation of underground utilities, and demolition and reconstruction of the telecommunications room. Key requirements include certified installers with BICSI TE-350 or equivalent certification, compliance with the Davis-Bacon Act wage determination, and minimizing impacts to ongoing government operations. Offers are due by June 7, 2024, and a site visit is scheduled for May 9, 2024.

This opportunity is set aside for small businesses. The estimated construction value is between $250,000 and $500,000. Amendment 001

This amendment serves to answer submitted questions regarding the solicitation. The responses provided become a part of the solicitation. Any clarifications, changes, or noted omissions will become a part of any resulting contract. The answered questions 
are attached to the amendment on SAM.gov.

The offer due date is extended. The new offer due date is 6/7/2024, at 12:00 pm (MT).

SCOPE OF CONTRACT

The project scope of work includes, but is not limited to, the following:

i.  Mobilization.

ii. Quality control, survey, and staking.

iii. Remove, replace, relocate, and upgrade of copper and fiber optic cabling and associated equipment, devices, and appurtenances associated with communication systems; relocation of communication equipment to new telecommunication room; remove and reinstall ceiling tiles to permit telecom installation; remove and install new electrical panel and associated conductors and conduit; remove overhead masts and patch roof; trenching, backfilling, and aggregate base course replacement; installation of underground conduit and associated conductors and innerducts for underground power and telecommunication service; demolition of existing telecommunication room and installation of new walls, gypsum board, and painting.

iv. Coordination with telecommunication and electric providers for removal of overhead services and connection of new underground service.

v. Construction includes furnishing all labor, materials, equipment, tools, transportation, supplies, storage, other incidentals and all work required to complete the proposed addition, remodel and associated items in accordance with the approved final drawings, specifications and provisions of the contract.

vi. Construction quality control includes supplying all the personnel, equipment, tests and reports necessary to ensure that construction is completed in compliance with the drawings, specifications and provisions of the contract. Materials testing and inspection agency shall be a separate entity from the Contractor.

vii. Refer to project plans and specifications for more information and requirements.

viii. Due to the historic nature of the existing buildings no new or enlarged penetrations

       will be allowed. Any new utility work will go underground/underfloor, through the  

       attic, or utilize existing exterior penetrations.
