Monument Fire Center Telecom Upgrade Pre-bid Questions & Answers – 5/23/24

1.) On Drawing Sheet U1.1, Key Note 9, it states that the existing fiber optic cabling is assumed to be

62.5 multimode, or OM1. When reviewing the specifications, it states on page 270500-8 that all fiber is to be specified as OM3 (2.15.A.1.a). Due to differences in fiber types, the core mismatch if these were spliced, and the inability to properly test, could the clarification be made as to the type of fiber that is to be installed from Bunkhouse A to PB-X?

a. Fiber to be installed from Bunkhouse A to PB-X shall match existing fiber type in this location assumed to be OM1/62.5 multimode per Drawing Sheet U1.1 Key Note 9. If field verification finds existing fiber in this location to be OM3, new fiber installed in this run shall conform to OM3 per the specs. This answer pertains only to this specific run of fiber, all other new fiber runs shown on the plans shall be OM3 as specified.

2.) On Drawing Sheet M1.1, within the AC Unit Schedule it states that the manufacturer of the unit is to be Carrier. Within the specs on page 238126-1, it states that Daikin and Carrier are approved manufacturers. Can you clarify if Daikin is an approved manufacturer?

a. AC unit shall be Carrier 38HDF024-3/Carrier 40QNC024-3 or approved equal. Approved equal may be from a manufacturer besides Carrier as long as the specifications of the unit align with the units called out on the AC Unit Schedule.

3.) Can you confirm that the conduit from PB-A to the 3-Story is within Base Item No. 2, but the cabling and fiber from the Classroom to the 3-Story is to be within Option Item No. 3?

a. Confirmed.

4.) Is the depth of the culvert between PB-A and PB-B able to be provided?

a. Exact depth of culvert is not able to be provided at this time.

5.) Can you provide quantities/lengths for the installations to be done? Or a more clear description of what needs to be moved, replaced, removed or installed?

a. Schedule of Items calls out Lump Sum as the method of measure, thus it is the bidder’s responsibility to perform take-offs from the drawings to inform their bids. We are not able to provide quantities/lengths for installation outside of what is shown on the drawings.

Please see the drawings and specifications for description of work. Pages 010250 – 2 and 010250 – 3 of the specifications call out what work is covered under each pay item.

6.) Is there specific manufacturer’s equipment to be used?

a. Please see the drawings and specifications for required equipment. Where specific manufacturers are called out in the drawings and specifications approved equal equipment shall also be considered upon submittal.

7.) Reviewing the Scope of Work page 7 of 49 C.1. iii. states …”Remove overhead masts and patch roof.” Specifications and Construction Plans do not identify the location and removal of overhead masts. Please provide drawings and specifications if this is to be included in the scope of work to price.

a. “Remove overhead masts and patch roof” is an error and is not included in this project, please remove this from the scope of work.

8.) Reviewing the scope of work page 7 of 49. C.1. iii. states …” demolition of existing telecommunication room and installation of new walls, gypsum board, and painting.” Specifications and Construction Plans do not identify the demolition or the added scope of work. Please provide drawings and specifications if this is to be included in the scope of work to price.

a. “demolition of existing telecommunication room and installation of new walls, gypsum board, and painting” is an error and is not included in this project, please remove this from the scope of work.

9.) Reviewing specification section 09 65 16 [Sheet Vinyl Floor Coverings], scope of work page 7 of 49

C.1 iii, and construction plans do not identify the locations for the new floor. Please provide drawings if this is to be included in the scope of work to price.

a. See Sheet E 1.1, Key Note 1 for location of viny floor installation in Storage Room of Classroom building. Existing floor in this location is concrete.

10.) Reviewing specifications section 23 00 50 [Mechanical Materials and Methods] and drawing M1.1 shows a new A/C unit with controls reference keynote 5 on M1.1. This is not included in the scope of work. Please provide drawings and specifications for this if this is to be included in the scope of work price.

a. The Scope of Work is intended to be a brief summary of general work items, it is not all-inclusive and states in section 2. “The project scope of work includes, but is not limited to, the following”. Please refer to the drawings and specifications for specific work items included in the project. Cost for the new A/C unit shall be incidental to Base Item 2 per Specification 010250 – 3.2.B.

11.) Reviewing specifications section 23 81 26 [Ductless Split Heat Pump Units] and drawing E1.1

Keynote 6 refers to installation of a heat pump. This is not identified on the mechanical drawings.

The scope of work does not include installation of a heat pump. Please provide drawings showing this on the mechanical drawings for this to be included in the scope of scope of work to price.

a. Heat Pump called out on Drawing E 1.1 and AC unit called out on Drawing M1.1 refer to the same unit by different names. “Heat Pump” and “AC Unit” are synonymous in this context.

12.) Drawing U1.1 Keynote 15 states “..Remove concrete sidewalk to permit conduit installation. Install new concrete sidewalk to match existing.” Reviewing specification section 03 30 53 [Miscellaneous Cast -In-Place Concrete 2.1 Prepackaged Concrete Mix A. “Use prepackaged concrete mix only where any single placement will be not more than one cubic yard.” This sidewalk would be more than a cubic yard. This is not included in the scope of work. Please provide drawings and specifications for this if this is to be included in the scope of work price.

a. Removal and replacement of concrete sidewalk is included in Base Item #3 per Specification 010250 – 3.2.C. Replacement should be less than one cubic yard per the drawings.

13.) If the intent of this solicitation is to add the additional scope of work per RFIs 1-6 (the previous 6 questions) will the Schedule of Items be revised?

a. All work in question is currently included in the project per the drawings and specifications and is incidental to either a base or optional item per Specification Section 010250 thus the schedule of items will remain unchanged.

14.) Specification Section 270500 require installers to be certified with BICSI level TE-350 or equivalent.

Can the government please define what other equivalent certificates are acceptable? Or, will additional years of telecommunications wiring work experience in lieu of certification be acceptable?

a. Equivalent options are BICSI Technician or Installer Level 2. Years of experience will not be accepted in lieu of certification.

15.) Will the government please provide ceiling type for Bunkhouse A – Corridor 14?

a. Per Drawing E 2.1, General Note #1, the ceiling type is accessible suspended ceiling tile.

Ceiling tiles in this location are 2 ft. x 4 ft.
