About this opportunity

The Department of the Army National Guard seeks procurement, delivery, foundation construction, and installation of six 100-foot monopole towers at military installations nationwide, with proposals due September 18 at 5:00 PM EST (as extended by Amendment 1 issued September 3). This is a 100% total small business set-aside.

Work locations are McConnell Air Force Base, Kansas; Goldwater Air National Guard Base, Arizona; Fairchild Air Force Base, Washington; Tinker Air Force Base, Oklahoma; Grissom Air Reserve Base, Indiana; and Kirtland Air Force Base, New Mexico. Place of performance for contracting administration is Bangor, Maine.

The contractor must provide all labor, materials, transportation, lifting equipment, and supervision to conduct geotechnical surveys and site engineering; procure hot-dip galvanized steel monopole towers compliant with ANSI/TIA-222 (Risk Category 4); construct reinforced concrete foundations per ACI 318 specifications; erect towers with four antenna mounting positions; and install grounding, lightning protection, and conduit infrastructure. Towers support four vertically polarized VHF/UHF dipole antennas. Contractor scope excludes field grounding and lightning protection installation, antenna mounting hardware installation, active equipment and cabling, RF testing, and FAA filing (all government or follow-on entity responsibility).

Deliverables include PE-stamped tower and foundation drawings, structural calculations, geotechnical reports, concrete test reports, materials certifications, operations manuals, and a one-year warranty from final acceptance. Completion dates are staggered: November 1, 2026 (McConnell) through May 1, 2027 (Kirtland), with total project duration not exceeding 12 months from award. Foundation, conduit, and groundwork completion dates differ by location and are specified separately. Contractor personnel must comply with military base security requirements including ID badges and criminal background checks.

Pricing is firm fixed-price per location (six contract line items). Evaluation criteria are technical approach and milestones (including safety and schedule realism), past performance (two references), and price, using simplified best-value tradeoff under FAR Part 13.5. Site visits may be requested through September 1 at 3:00 PM EST (original deadline; amendment deadline not specified for revised date). The solicitation incorporates FAR clauses 52.219-14 (Small Business Subcontracting Plan), 52.225-9 and 52.225-10 (Buy American restrictions and representations). NAICS code is 238110; PSC code is 5440.
