About this file

This is a Statement of Objectives (SOO) for the GASNTi2 BLOCK 1 Tower Procurement and Construction project (PRQE-2026-GASNTi2-01) issued by the 577 SWES/DIFF at various Air Force installations.

The contractor must perform geotechnical evaluations, procure, deliver, and construct/erect a 100-foot hot-dip galvanized steel monopole tower (per ASTM A123) with supporting foundation at six Air Force sites: McConnell AFB (Kansas), Tinker (Oklahoma), Fairchild (Washington), Goldwater (Arizona), Grissom (Indiana), and Kirtland (New Mexico). The tower design must comply with ANSI/TIA-222 (latest revision, Risk Category 4), ACI 318, and all applicable federal, state, and local building codes. The tower will support four vertically polarized VHF/UHF dipole antennas (15 lbs each) with 10 feet 8 inch minimum horizontal spacing. Technical specifications include one 10x24 inch port at the base, two 6x12 inch ports at antenna mounting locations with internal J-Hook strain reliefs, three factory-installed grounding studs, one lightning protection port, two 4-inch and one 1.5-inch SCH 80 PVC conduits poured into the concrete base, a Tug-Tuff cable climbing system, step bolts, and obstruction lighting port. The contractor must submit PE-stamped manufacturer drawings for government written approval before procurement, ensure anchor bolt placement tolerance of +/- 1/16 inch, and provide a mandatory 24-hour notice before concrete pour. Deliverables include as-built PE-stamped drawings (ANSI/TIA-222 compliant), geotechnical surveys with PE-stamped drawings for each location, structural design calculations, concrete test reports, materials certifications, inspection/test reports, photo documentation, a Letter of Compatibility, Operations and Maintenance manuals with spare parts lists, and a Certificate of Compliance. The contractor provides a minimum one-year warranty on construction, materials, and structural integrity beginning on final project acceptance, and must transfer all manufacturer warranties to the government. Project schedule requires completion by November 1, 2026 (McConnell), December 1, 2026 (Goldwater), February 1, 2027 (Fairchild), March 1, 2027 (Tinker), April 1, 2027 (Grissom), and May 1, 2027 (Kirtland), with total project duration not exceeding 12 months from contract award. Excluded from contractor scope are site grounding/lightning field installation (government), active equipment and cabling installation (follow-on entity), system RF testing and commissioning (follow-on entity), and FAA Form 7460-1 filing (government/host base). Contractor personnel must comply with military base security requirements including ID badges, traffic laws, random searches, weapons prohibitions, emergency reporting, and criminal background checks. All materials and debris must be disposed of off-base at permitted landfills with proof of disposal provided to the government.
