About this file

This is a Conformed Solicitation Amendment for a Department of Defense contract (W50S8326QA0010001) issued by the Air Force for nationwide monopole tower procurement, foundation construction, and installation supporting the GASNT Increment 2, Block 1 system. The solicitation is structured as a Request for Quote (RFQ) using Federal Acquisition Regulation Part 12 for commercial services and is a 100 percent set-aside for small business concerns.

The contract requires the procurement, delivery, and installation of six 100-foot hot-dip galvanized steel monopole towers at military installations: McConnell Air Force Base (Kansas), Goldwater Air National Guard Base (Arizona), Fairchild Air Force Base (Washington), Tinker Air Force Base (Oklahoma), Grissom Air Reserve Base (Indiana), and Kirtland Air Force Base (New Mexico). The contractor must perform geotechnical evaluations, procure towers compliant with ANSI/TIA-222 standards, construct reinforced concrete foundations per ACI 318 standards, and complete tower erection with all associated infrastructure including grounding, lightning protection, and conduit systems. Pricing is firm fixed-price for each location. Delivery dates are staggered from November 1, 2026 (McConnell) through July 1, 2027 (Kirtland), with total project completion not to exceed 12 months from award. The contractor is responsible for all labor, materials, transportation, lifting equipment, cranes, and personnel. Inspection and acceptance occur at destination, with quality assurance inspections required 24 hours prior to concrete pour and tower erection. The contractor must provide PE-stamped final drawings, structural calculations, geotechnical reports, materials certifications, concrete test reports, and a one-year warranty beginning from final project acceptance. The contract incorporates standard FAR and DFARS clauses applicable to commercial services and small business set-asides.
