The USDA Forest Service, Monongahela National Forest seeks construction services to furnish and install one single-span timber dowel-lam slab superstructure on Forest Road 86 at Kens Creek, with proposals due August 18, 2026 and questions due August 4. This is a Total Small Business Set-Aside under NAICS 237310 (size standard 45 million dollars).

Place of performance is Richwood, Minnesota 56501, with the actual project located on the Gauley Ranger District near Edray, West Virginia (coordinates 38.349719, −80.253967). The existing 22.70-foot single-span concrete slab bridge will be demolished and replaced with timber dowel-laminated slab on existing abutments and footings, designed for 35 mph with an Average Annual Daily Traffic under 100 vehicles. The deck utilizes Douglas Fir-Larch timber (16-inch No. 1 & Better lumber) treated with copper naphthenate per AWPA standards, designed to HL-93 federal loading standards with inventory and operating load ratings of 1.47 and 1.91.

The contract period runs 121 days from April 12 through October 1, 2027, with all in-stream work restricted to July through October 1 per NEPA decision. Performance must commence within 10 calendar days of notice to proceed and be completed within 88 calendar days thereafter. All in-stream work is restricted to the low-flow season (June 1 to September 15); tree cutting must occur between November 15 and March 31. Work includes construction survey and staking, erosion and sediment control, clearing and grubbing, removal of the existing modular bridge, demolition of the old concrete superstructure, timber slab installation, riprap armoring, roadway subbase and aggregate placement, and asphalt wearing surface.

The estimated magnitude of construction is between $250,000 and $500,000. Award is anticipated as a Firm Fixed Price Contract to a single responsive, responsible vendor offering the lowest price meeting technical requirements. Bid guarantee (Standard Form 24) and performance and payment bonds are required. Davis-Bacon prevailing wage rates apply to Pocahontas County, West Virginia. The solicitation is prepared under FAR Part 12 for commercial items. Delivery is FOB Destination to the Monongahela National Forest, Elkins, West Virginia.

The USDA-Forest Service, Monongahela National Forest has a requirement to provide construction services for furnishing and installing one (1) single span timber dowel-lam slab superstructure on Forest Road 86. This project is located on the Gauley Ranger District of the Monongahela National Forest. Directions to FR 86 Kens Creek Bridge -From US-219 S/ WV-150 S intersection north of Edray, West Virginia head west on WV-150 S for 9.1 miles, then turn left onto Williams River Road. Continue on Williams River Road for 2.7 miles to the bridge location.


There is no scheduled site visit. 


All questions are due by August 4, 2026. 


The estimated magnitude of construction is between $250,000 and $500,000.
