About this opportunity
The Department of Agriculture Forest Service seeks construction services to furnish and install a two-span box beam bridge system over the Williams River on Forest Road 135 at Tea Creek Campground, Monongahela National Forest, Pocahontas County, West Virginia, with bids due May 21, 2026, and questions due May 18, 2026. This procurement is a Total Small Business Set-Aside with a small business size standard of $45 million; the NAICS code is 237310 (Highway, Street, and Bridge Construction).
Place of performance is Pocahontas County, West Virginia. The existing 111-foot concrete slab bridge, built in 1950 and rated Fair condition with a load rating of 0.77, will be replaced by a new 122.54-foot precast concrete box beam bridge constructed upstream and approximately 100 feet north of the existing structure. The contract is firm fixed-price with a performance period from May 4, 2026, through November 30, 2027 (310 business days excluding an 82-day winter shutdown from December 1, 2026, through March 30, 2027). Liquidated damages are $82.00 per calendar day of delay. The government estimates project magnitude between $1 million and $5 million.
Work scope includes construction survey and staking, erosion and sediment control, clearing and grubbing, cofferdam installation and dewatering, excavation, removal of the existing structure, installation of 34 micropiles totaling 513 linear feet, structural concrete (184 cubic yards substructure, 42 cubic yards deck), precast prestressed concrete box beams (720 linear feet), asphalt pavement (840 tons base, 969 tons wearing course), guardrail (250 linear feet), riprap placement, and in-channel work including turbidity monitoring, fish relocation, candy darter monitoring and capturing, and stream rehabilitation. In-channel work is restricted to July through October. The contractor must submit multiple plans and certifications within 14 calendar days of award, including safety, erosion control, traffic control, and biological monitoring plans. Campground access must be maintained seasonally (March through December) with temporary closures limited to 7 days and none on holiday weekends. Davis-Bacon wage determination WV20260098 applies. Award will be made to the lowest priced, responsive, responsible bidder. Amendments 0001, 0002, and 0003 (dated April 22, April 29, and May 19, 2026, respectively) extended the bid deadline, added a Subsurface Investigation Report, and added a Vendor Questions and Answers document.
