About this opportunity
The Department of Agriculture Forest Service R9-Eastern Region is seeking a small business contractor to perform timber stand improvement services in Bartow, West Virginia. The solicitation (12444325Q0022) requires non-commercial thinning of dense timber stands across five units totaling 83 acres, with the primary objective of improving tree growth and future wood production value. All cut trees will be left on-site during this pre-commercial thinning process. The government will evaluate offers using a best-value approach, with technical and past performance factors being more important than price. Offers are due by May 30, 2025, at 1700 CT, and must be submitted via email to Michael Simpson, with contractors required to have an active System for Award Management (SAM) registration.
This contract is a 100% small business set-aside with an $11.5 size standard, designated as a firm fixed-price contract. The base performance period is from July 1, 2025, to June 30, 2026, covering 72 acres initially (Units 1, 2, and 4), with an optional additional 11 acres (Units 3 and 5) pending future funding. The project is located in the Greenbrier Ranger District of Monongahela National Forest, with site access involving travel north from the Bartow office on State Route 92/250. Contractors must follow specific operational guidelines, including maintaining 50-foot buffers from forest service roads and protecting boundary trees marked with pink paint. The wage determination for this contract follows Department of Labor standards, with minimum wage rates ranging from $10.39 to $22.40 depending on the specific forestry-related occupation.
Notice text
This work involves the felling of trees to non-commercially thin dense timber stands to increase the growth of the remaining trees. All the cut trees will be left on site. This project will allow the remaining trees to grow faster and increase the value of wood for timber production.
