About this opportunity

The Department of the Navy Naval Supply Systems Command (NAVSUP) Weapon Systems Support Philadelphia is seeking to procure repair services for two aircraft alarm and signal system module units under NSN 7R-6340-016883203-P8 for the P-8 platform. NAVSUP intends to conduct a sole source procurement with Boeing (CAGE: 81205) as the Original Equipment Manufacturer and only known source capable of providing repair support for part number 115E9759G1. The government does not own the technical data or rights necessary to competitively source this repair from alternative suppliers, and any non-approved manufacturers must submit a Source Approval Request which will not delay the procurement timeline. All interested parties may submit capability statements, proposals, or quotations within 45 days of the notice publication date (30 days if award is under an existing Basic Ordering Agreement) to be considered for potential competitive procurement evaluation. The solicitation will be conducted electronically through NECO with no telephone requests or hard copy distributions accepted, and interested organizations must submit qualifications via email to the designated contracting officer.

This procurement does not utilize any small business set-aside designations and Boeing is identified as both the incumbent OEM and expected awardee given their sole source status. The contract covers a quantity of two repair units with delivery terms FOB origin, classified under NAICS code 336413 and FSC 1680 for aircraft components. The government intends to use FAR Part 12 commercial acquisition procedures for this procurement with an anticipated award date of January 2025, providing approximately eight months from the original posting date in November 2024. No specific contract values or budget ranges are disclosed in the pre-solicitation notice, though the procurement is structured as a repair service rather than new equipment purchase. The Source Approval Statement requirement creates a significant barrier for potential competitors, as the procurement will proceed regardless of pending source approval requests from alternative suppliers.
