About this opportunity

The Defense Logistics Agency Troop Support Subsistence is conducting market research on the Modular Operational Ration Enhancement (MORE), a specialized ration enhancement product designed for warfighters operating in extreme weather conditions. The MORE exists in two variants: HOT MORE for hot weather deployment areas and COLD MORE for colder climates and higher altitudes, with the primary objective of providing additional calories and nutrients to personnel experiencing accelerated nutrient depletion in challenging operational environments. This is a Request for Information (RFI) seeking vendor input rather than a formal solicitation, and potential respondents must submit detailed company information including business background, size classification, government contracting experience, and production capabilities to julian.coppertino@dla.mil. Evaluation will focus on vendors' ability to produce both MORE variants, manage storage and delivery logistics, and meet a 60-calendar-day delivery schedule. The response deadline for this market research effort is November 6, 2025, and vendors should note that this RFI is not a binding solicitation and no compensation will be provided for submitted information.

This pre-solicitation notice carries no small business set-aside designation, meaning all qualified vendors regardless of size are eligible to respond. The anticipated order volumes range from 10,000 to 20,000 cases per order, indicating significant production scale requirements for interested contractors. No specific award value or budget information has been disclosed at this market research stage, and no incumbent contractors are identified in the available documentation. The procurement falls under NAICS code 311422 (Specialty Canning) and PSC code 8970 (Composite Food Packages), which defines the applicable industry classifications for this opportunity. Interested vendors should prepare comprehensive responses addressing production capabilities and delivery logistics to inform the government's subsequent procurement strategy for the MORE program.
