About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is procuring modular facility lease and maintenance services, including modular facility teardown and removal, through a non-competitive justification and approval (J&A) process under 41 U.S.C. 1901 and FAR 6.104. This solicitation is being issued with a deadline of March 19, 2026, providing potential offerors with an extremely compressed two-day response window. The contract will be awarded as a firm-fixed-price agreement with a 12-month period of performance. The Government has determined that Harbor Fed Con LLC, the original equipment manufacturer of the modular facility currently in operation at Robins Air Force Base, is the only responsible source capable of meeting the Government's immediate needs without unacceptable mission impact. No specific evaluation criteria beyond the J&A justification are detailed in this notice, as the procurement is structured as other than full and open competition.
This opportunity carries no set-aside designation and is expected to result in an award to Harbor Fed Con LLC based on the sole-source justification. The existing modular facility at the place of performance in Warner Robins, Georgia houses approximately 150 employees and includes all associated furniture, IT equipment, and infrastructure. While no specific contract value is stated in the solicitation notice, the scope encompasses both ongoing lease and maintenance services as well as eventual teardown and removal operations over the 12-month performance period. The facility's current occupancy of 150 personnel indicates the scale and complexity of the maintenance and operational requirements. Interested parties should note the urgent timeline and direct their inquiries accordingly, as the compressed schedule reflects the Government's assessment of mission-critical needs.
