About this opportunity

The United States Marine Corps Systems Command is conducting market research for a Cryptographic Card to support its Modular Advanced Radio Architecture (MARA) program, which is a Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance & Reconnaissance/Electronic Warfare (C5ISR/EW) radio system. The MARA system will utilize Sensor Open Systems Architecture (SOSA) standards to provide tactical edge communications for voice and data networks up to Top Secret level, primarily serving Marine Corps communications personnel from the 06XX and 28xx occupational fields. The government is seeking detailed information about potential cryptographic card solutions, including available NSA algorithms, upgrade capabilities, API support, NSA certification status, and SOSA alignment. Evaluation criteria will focus on technical specifications such as form factors (preferably 3U VPX), size/weight/power characteristics, and overall system compatibility. The RFI response deadline is February 14, 2025, at 1500 EST, with submissions to be sent to Eddie Young and Ashley Northam.

The pre-solicitation notice indicates no specific set-aside designations, but welcomes responses from both large and small businesses, including 8(a), SDVOSB, WOSB, and HUBZone categories. While specific award values are not disclosed, the RFI suggests the Marine Corps is seeking comprehensive cryptographic solutions that can be integrated into their advanced radio architecture. The procurement falls under NAICS code 334220 for Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. The government anticipates potential non-government personnel may assist in reviewing submissions, with appropriate protections for proprietary information. The MARA program represents a significant technological investment in modernizing tactical communications infrastructure, with the cryptographic card serving as a critical component for secure, flexible radio systems that can support complex military communication requirements.

Notice text

In accordance with Federal Acquisition Regulation (FAR) 10, the Marine Corps Systems Command is seeking market research from potential sources to satisfy its requirement for a Cryptographic Card for its MARA effort under North American Industry Classification System (NAICS) Code 334220, of which includes, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. The MARA is a Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance & Reconnaissance/Electronic Warfare (C5ISR/EW) Modular Open Suite of Standards (CMOSS) based radio system that uses Sensor Open Systems Architecture (SOSA) standards to fill in system level specifications that are not covered by CMOSS and the other standards. Primary uses of a MARA radio system will be communications and supporting Command and Control, Fires and other warfighting functions as required by the Fleet Marine Force. Users will primarily be from the 06XX and 28xx occupational fields (communications). The MARA will provide tactical edge communications as the Radio Frequency transport on tactical voice radio networks and tactical data networks up to, and including, Top Secret level.
