About this file

This document is a Request for Information (RFI) issued by the United States Marine Corps (USMC) for a Cryptographic Card for its Modular Advanced Radio Architecture (MARA) system. The MARA is a Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance & Reconnaissance/Electronic Warfare (C5ISR/EW) radio system that uses Sensor Open Systems Architecture (SOSA) standards. The USMC is seeking information from potential sources on the availability and adequacy of Cryptographic Cards that can support various NSA algorithms, have upgrade capabilities, and are SOSA-aligned. The USMC is interested in details such as form factors, size/weight/power characteristics, pricing, and lead times. Responses to this RFI are due by November 5, 2024. This RFI is for market research purposes only and does not constitute a solicitation or commitment to award a contract.

M67854-25-I-2030 Request For Information (RFI) Modular Advanced Radio Architecture (MARA) Cryptographic Card In accordance with Federal Acquisition Regulation (FAR) 10, the Marine Corps Systems Command is seeking market research from potential sources to satisfy its requirement for a Cryptographic Card for its MARA effort under North American Industry Classification System (NAICS) Code 334220, of which includes, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. The MARA is a Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance & Reconnaissance/Electronic Warfare (C5ISR/EW) Modular Open Suite of Standards (CMOSS) based radio system that uses Sensor Open Systems Architecture (SOSA) standards to fill in system level specifications that are not covered by CMOSS and the other standards. Primary uses of a MARA radio system will be communications and supporting Command and Control, Fires and other warfighting functions as required by the Fleet Marine Force. Users will primarily be from the 06XX and 28xx occupational fields (communications). The MARA will provide tactical edge communications as the Radio Frequency transport on tactical voice radio networks and tactical data networks up to, and including, Top Secret level.

The Government requires the following information for the CMOSS Cryptographic Cards:

· What algorithms are available or projected to be supported?

· Identify the National Security Agency (NSA) High Assurance and Commercial National Security Algorithms the component is capable of supporting.

· What is the upgrade capability to expand to additional algorithms?

· What is the turn-around time for updates to currently supported algorithms?

· Are there plans for additional algorithms? Include limitations such as supported data rates, hardware limitations, etc.

· What is the API support (e.g., Joint Tactical Networking Center (JTNC) Radio Security Service (RSS)(Application Programming Interface (API))

· What is its NSA Certification status?

· Is it Sensor Open Systems Architecture (SOSA) aligned?

· What form factors are available?

· While a 3U VPX is preferred, the Government is also interested in other available form factors (e.g., VNX+)

· What are the size, weight and power characteristics? Specifically, what are the weight and power consumption and thermal characteristics for the card.

· What is the price of the proposed card?

· What is the procurement Lead Time?

· Is Bailment of the component available?
