The modification requires ensuring the trip signal to the Embassy's generators is sent when auto switching occurs and when specific circuit breakers (45 and 46) are open. The government intends to award the contract to the most responsible company submitting the lowest-priced acceptable offer, potentially without further discussions. Quotations must be submitted electronically to procurement_box4@state.gov by April 22, 2025, at 5:00 pm local time in either MS-Word or PDF format. All offerors are required to be registered in the System for Award Management (SAM) database prior to submission, and questions regarding the solicitation are due by April 9, 2024, with answers provided by April 15, 2025.
The solicitation is not designated with a specific set-aside and will be performed in Lambeth, London, UK. The contract falls under the NAICS category of Electric Power Transmission, Control, and Distribution (22112) and the PSC category of Modification of Equipment-Mechanical Power Transmission Equipment (K030). The contractor will be responsible for engaging UKPN to perform the modifications, covering all associated fees, providing necessary hardware and labor, and completing the work within 45 business days of purchase order issuance. Offerors must have a permanent UK business address, provide insurance certificates, and demonstrate relevant experience and business capabilities. The project requires submitting a security questionnaire, providing personnel certifications, and adhering to strict embassy security protocols, with payment contingent upon UKPN completing the work, COR acceptance, and proof of payment submission.
