About this opportunity
The Library of Congress has published a Special Notice announcing its intent to award a sole-source, firm fixed-price contract to Media Migration Technology for the modification of two existing Lipsner Smith model CF8200P film cleaning machines. The contract, valued between $25,000 and $250,000, will be performed at Library of Congress facilities over a one-year period. This public notice serves as the Library's official announcement of its intention to proceed with sole-source contracting, simultaneously synopsizes the requirement in accordance with Federal Acquisition Regulation 5.2, and publicly posts the approved Justification and Approval documentation. No additional notices will be issued, and a separate award notice will not follow this announcement. The work location is specified as the National Audio-Visual Conservation Center in Culpeper, Virginia.
The primary objective of this contract is to retrofit the two film cleaning machines to enable the use of Hydrofluoroether (HFE) solvent in place of Perchloroethylene (perc), which the Environmental Protection Agency restricted in late 2024 with final amendments anticipated in 2027. The contractor must complete the first machine within 120 days of contract award and the second within 240 days, with comprehensive testing and certification required within specified timeframes, and must provide extensive personalized training to all film laboratory staff on equipment operation and maintenance. The contract is restricted to Media Migration Technology exclusively, as the contracting officer has determined that only this company possesses the proprietary designs and unique capabilities necessary to perform the work, having succeeded the original manufacturer and being the sole manufacturer of submersion archival film cleaners capable of HFE conversion. No proposals from other parties are being solicited, and the contracting officer has approved pricing as fair and reasonable based on market research, with the contract eligible for values up to $900,000.
