C. STATEMENT OF WORK
1. OVERVIEW/BACKGROUND. The Library of Congress (Library) requires contractor support to modify two (2) Lipsner Smith film cleaners used at the Library’s National Audio-Visual Conservation Center (NAVCC), in Culpeper, Virginia. NAVCC maintains a film-preservation laboratory, which is tasked with housing, restoring, and making accessible to the public the world’s largest collection of motion-picture films. The film lab consists of a preparation area with nine (9) inspection stations, as well as a range of historic and contemporary equipment used in the preservation of historic film formats. The film lab makes extensive use of film printers, film processors, and film cleaners. One of the important aspects of preparing films for preservation is cleaning. Films are submersed and sprayed using a chemical to remove dirt, dust and oil prior to preserving digitally or photochemically. The current chemical used in this process has recently been restricted by the EPA and a replacement cleaning solvent has been identified. In order to utilize the replacement solvent utilizing the Library’s current film cleaners, a conversion of the CF8200P cleaners is required.
2. SCOPE. The Contractor shall modify NAVCC’s two (2) existing Lipsner Smith model CF8200P cleaning machines to enable usage of HFE (Hydrofluoroether) film cleaning solvent.
3. REQUIREMENTS.
3.1 Modification- Contractor shall remove, replace, and upgrade components of the library’s current Lipsner Smith CF8200P cleaning machines to enable usage of HFE film cleaning solvents. The modified cleaners will be finished to the same specifications as the Lipsner Smith model CF9200HFE machines (see attachment). This shall include the following: Replace current buffer system with new adjustable buffers, upgrade and tune the current ultrasonics, replace the air knives, upgrade the vapor accumulation and distillation systems, replace any Viton components with nylon or HFE resistant materials. Contractor shall include on only one cleaner, tension controls for smaller gauge films such as 8mm, S8mm, and 9.5mm. Contactor shall include a wand and pump pressurization system for new HFE solvent containers to supply HFE solvent to the cleaner.
3.2 Training- Contractor shall include comprehensive personalized training to all NAVCC film lab staff on the proper use of the film cleaners. Contractor shall include training to film lab staff on how to perform regular maintenance of the modified film cleaners. Contractor shall train film lab staff on how to install new solvent container.
3.3 Testing- NAVCC film lab requires, upon completion of installation and modification of the film cleaner, that it passes a series of tests as listed below. COR will certify completion of installation after successful testing by film lab personnel within 10 business days.
3.3.1 Loading and thread up tension for various film formats
3.3.2 Cleaning of film
