About this opportunity

The Transportation Security Administration is procuring Model-Based Systems Engineering (MBSE) commercial software products, specifically Dassault Systemes' Cameo Systems Modeler and associated plugins and tools through a brand name only acquisition. This combined synopsis/solicitation seeks an authorized Dassault reseller to provide 12 Cameo Systems Modeler Enterprise Edition licenses, 12 UPDM 2 Plugin licenses, Teamwork Cloud Business Edition, and MagicDraw Teamwork Server with support services. The software is critical for TSA's Requirements, Human Performance and Engineering Division to manage system engineering requirements and support digital twin development integrated with their existing ProModel solution. Proposals are due by 9:00 AM EDT on September 29, 2025, and will be evaluated on four factors: confirmation of authorized Dassault reseller status, Statement of Work confirmation, active SAM registration, and price. The government intends to award to the lowest-priced technically acceptable offer using an "Acceptable/Unacceptable" evaluation methodology for the first three technical factors.

This procurement is not set aside for small businesses and no incumbent contractor is identified in the documentation. The contract structure includes a base year with three optional one-year periods under a Firm Fixed Price arrangement, though specific dollar values are not disclosed in the available materials. Key quantities include 12 enterprise-level software licenses for the Cameo Systems Modeler and UPDM 2 Plugin, along with one Teamwork Cloud Business Edition license and one MagicDraw Teamwork Server supporting over 10 connections. The place of performance is Springfield, Virginia, with contract administration handled by TSA's Contracting and Procurement office at 6595 Springfield Center Drive. The justification documentation indicates that switching from this software would require transitioning over 10,000 acquisition requirements and could disrupt future collaboration activities, emphasizing the critical nature of maintaining continuity with the current Dassault Systemes platform.
