About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the Transportation Security Administration (TSA). The document seeks to procure Cameo Systems Modeler software licenses from Dassault Systems for Fiscal Year 2025, with a firm fixed-price contract. The procurement includes various software components such as Teamwork Cloud - Business Edition, UPDM 2 Plugin, Support Services, and Cameo Systems Modeler Enterprise Edition licenses.
The J&A justifies the sole-source procurement under the statutory authority of 41 U.S.C. 3304(a)(1), citing that Cameo Systems Modeler is the only requirements management tool capable of developing a full-scale digital twin and integrated with TSA's ProModel solution. The software is critical for TSA's Requirements, Human Performance and Engineering Division to manage system engineering requirements, trace requirements through development processes, and support Model-Based Systems Engineering (MBSE) practices. The contract includes a base year and three option years, with TSA noting that switching vendors would require transitioning over 10,000 acquisition requirements and potentially disrupt future collaboration activities.

Justification and Approval FAR Part 6 authority

Consequently, systems may advance through development phases without adequate scrutiny, leading to delays or failures in meeting operational requirements.
Cameo Systems Modeler enables TSA system engineers to create requirements more efficiently, trace requirements through the AD-102 process, and use tools such as auto-generation to create TSA templates for new requirements documents.
4. Identification of Statutory Authority Permitting Other Than Full and Open Competition.
The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1), as implemented by the FAR Subpart 6.302-1(a)(2)(ii), entitled “Only One Responsible Source/Brand name and No Other Supplies or Services Will Satisfy Agency Requirements.”
5. Demonstration that the Nature of the Acquisition Requires Use of the Authority Cited.
At a high level, the Requirements, Human Performance and Engineering Division (RHPED)’s mission within TSA is to facilitate the development of an integrated system and oversee the development of Transportation Security Equipment (TSE) requirements, helping to define future capabilities at a system-wide level enabling an integrated, interoperable, and modularized system. As industry moves towards Model-Based Systems Engineering (MBSE) practices and methodologies, TSA will need to adopt these practices and tools to form a fully integrated system model that can be used throughout the lifecycle. The following are a number of detailed uses RHPED intends to continue to use the MBSE software in executing its mission.
The RHPED organization proactively defines future capabilities at a system-wide level to enable an integrated, interoperable, and modularized system pursuant to their mission as identified in the Section III. MBSE end products is currently utilized for consumption by numerous stakeholders and support leadership’s decision-making processes across TSA.
TSA uses Cameo Systems Modeler to support the modernization of requirements development and management. Model-Based System Engineering (MBSE) -Requirements Management (RM) establishes visualization supporting traceability of TSA requirements from the Mission Essential Capability Process (MECP) through to individual system Functional Requirements Documents as well as supporting requirements management for connected systems. Future MBSE-RM developments will enable TSA to connect TSA/DHS testing frameworks to requirements validation instantaneously. MBSE-RM increases the accuracy and efficiency of the requirements management process. MBSE-RM serves a central knowledge management for all TSA acquisition requirements and rationale for why the requirements were written the way they were.
Cameo Systems Modeler provides a platform for efficient requirements management and is being adopted by several DHS components (Cybersecurity and Infrastructure Security Agency (CISA), DHS Management (MGMT), and DHS Science and Technology (S&T)).
Cameo System Modeler is the only requirements management tool that has the capability to develop a full-scale digital twin alongside requirements management. Cameo is the only tool integrated with TSA ProModel solution for full-fledge system of systems analyses. In addition, Cameo System Modeler is the only tool with the ability to access DHS CISA TeamWork Cloud which enables collaboration and connection with other component. TSA would also need to transition all TSA acquisition requirements (10,000+) which TSA invested 3 years of development activities to the new vendor delaying the establishing of DHS Digital Engineering. In addition, DHS Digital Engineering
