About this opportunity
The Department of the Navy Naval Sea Systems Command seeks approximately 10–12 multiple award contracts for mobility prototyping services across four technology areas, with proposals due May 11, 2026 at 2:00 PM Eastern Time. This is a Total Small Business set-aside IDIQ with a $25 million combined ceiling over a 5-year ordering period and optional 5-year extension; each awardee receives a $1,000 minimum guarantee if no orders are issued during the contract term.
Place of performance is Crane, Indiana. The four technology areas and estimated funding are Powertrain Performance Prototyping ($8.75 million), Advanced Chassis/Body/Mobility Handling Prototyping ($7.5 million), Mobility Testing Services ($6.25 million), and General Prototype Fabrication and Integration ($2.5 million). Offerors may propose on one or more areas. Work encompasses design, development, engineering, fabrication, and testing of prototype components and systems for Department of War vehicles and mobility platforms.
Awards are firm fixed-price. The solicitation is limited to U.S. companies due to base access requirements. Evaluation weighs Technical Proposal (Factor 1) and Management Approach (Factor 2) equally and significantly more important than Past Performance (Factor 3) and Contract Documentation (Factor 4). Offerors must submit past performance references covering the last three years, address technical capabilities and hypothetical tasks for each proposed technology area, detail management approach regarding performance, schedule, affordability, quality, safety, and reliability, and complete all contract documentation including signed SF 33 forms and organizational conflict of interest mitigation plans.
Amendment 0001, effective May 4, 2026, adds FAR Clause 52.222-90 prohibiting contractors and subcontractors from engaging in racially discriminatory DEI activities as defined by deviation 2026-O0038 (April 2026). The NAICS code is 541715 (Research and Development in Physical, Engineering, and Life Sciences); PSC is AC13 (National Defense R&D Services). Proposals must be submitted electronically to Ashley Bechtel at ashley.n.bechtel2.civ@us.navy.mil. Past performance questionnaire responses from customers are due to the Government by May 18, 2026.
