About this opportunity

The Defense Health Agency is seeking to procure the Mobile Tactical Exposure Mission Planning/Heat Optimization Decision Aid (mTEMP/HODA), an all-in-one software tool to support mission planning, acclimatization, hydration, work/rest ratios, and altitude planning for Warfighters in cold, hot, and high-altitude environments. The tool will be integrated into the Tactical Assault Kit (TAK) product center and made available to any Warfighter with a network-enabled user device. The agency has issued a Request for Information (RFI) to gather industry information on potential solutions that can provide near-real-time data and adjustable mitigation plans to prevent environmental and altitude-related injuries. Responses to the RFI are due by May 15, 2024, and while no contract will be awarded based on this RFI, the information received may be used to inform a future solicitation.

This pre-solicitation notice does not specify any set-aside designations. No potential incumbents or current contractors are named, and the pre-solicitation does not provide any details on award values or budget ranges. The requirements focus on the software capabilities and functionality needed to support Warfighters in various environmental conditions, but do not specify quantities of goods or timelines for services.

Notice text

The Mobile Tactical Exposure Mission Planning/Heat Optimization Decision Aid (mTEMP/HODA) will provide capabilities into an all-in-one software tool for individual Warfighters and commanders. The tool provides near-real-time data that can help Warfighters and Commanders to support mission planning activity (especially when clothing and gear can rapidly increase core temps) in cold and hot weather, safely acclimatize to their newly deployed environments, maintain hydration in newly deployed environments, adjusts work: rest ratios for the environment to prevent injuries, and plan appropriate acclimatization altitude and pace to prevent altitude related injury for high-altitude missions. The mTEMP/HODA will be integrated into TAK product center and will be available to any Warfighter with a NW end user device (EUD).
