About this file

This document is a Request for Information (RFI) issued by the United States Army Medical Research Acquisition Activity (USAMRAA) for the Mobile Tactical Exposure Mission Planning/Heat Optimization Decision Aid (mTEMP/HODA) software tool. The tool is being developed by the Warfighter Performance, Readiness, and Brain Health Program Management Office (WRP&BH PMO) of the U.S. Army Medical Materiel Development Activity (USAMMDA) to provide near-real-time data to help warfighters and commanders in mission planning, acclimatization, hydration management, work-rest ratio adjustments, and altitude planning for cold, hot, and high-altitude environments. The RFI solicits information from industry on potential solutions to meet these requirements, with responses due by May 15, 2024. No contract or order will be awarded based on this RFI, but the information received may be used to inform a future solicitation.

9. Background: The Warfighter Performance, Readiness, and Brain Health Program Management Office (WRP&BH PMO) of USAMMDA is developing an extreme weather and/or mission preparedness all-in-one software tool for individual Warfighters. This tool utilizes relevant sections of Technical Bulletin Medical (TB Med) 507: Heat Stress and Heat Casualty Management, TB MED 508: Prevention and Management of Cold Weather Injuries, and Doctrine Command Regulation 350-29: Prevention of Heat and Cold Casualties. This provides guidance to decrease risk of injury caused by extreme environmental conditions (temperature, wind speed, humidity) and includes recommendations on the donning and doffing of issued clothing and equipment for optimal Soldier performance. The Team Awareness Kit (TAK) plug-in will leverage weather and location data from TAK to provide semi-realistic environmental conditions. The TAK plug-in integrated into Net Warrior (NW) Marketplace will quickly and accurately aggregate and display data collected by the application allowing warfighters and commanders a snapshot of unit level readiness.

10. Objective and Purpose/Scope: The Mobile Tactical Exposure Mission Planning/Heat Optimization Decision Aid (mTEMP/HODA) will provide capabilities into an all-in-one software tool for individual Warfighters and commanders. The tool provides near-real-time data that can help Warfighters and Commanders to support mission planning activity (especially when clothing and gear can rapidly increase core temps) in cold and hot weather, safely acclimatize to their newly deployed environments, maintain hydration in newly deployed environments, adjusts work: rest ratios for the environment to prevent injuries, and plan appropriate acclimatization altitude and pace to prevent altitude related injury for high-altitude missions. The mTEMP/HODA will be integrated into TAK product center and will be available to any Warfighter with a NW end user device (EUD).
