About this opportunity

The Army Contracting Command - Detroit Arsenal is seeking innovative resupply capability solutions to transport and deliver 155mm artillery ammunition to the new Mobile Tactical Cannon (MTC) platform, which will replace the M777 towed howitzer. The procurement will be conducted through an Other Transaction (OT) agreement for Prototype Projects under 10 USC 4022, utilizing Commercial Solutions Opening (CSO) procedures. Proposed solutions must achieve a rearm rate exceeding two complete rounds per minute, carry between 0.5x and 4x the MTC's conventional munitions capacity of 18 rounds, integrate with existing Army tactical vehicles, require no more than three soldiers for operations, and achieve operational availability of 0.75 (Threshold) and 0.85 (Objective). Evaluation will occur across three phases—Phase 1 (Solution Brief evaluation), Phase 2 (optional Pitch Session), and Phase 3 (full Solution Proposal)—with Technical Merit, Schedule feasibility, and Cost affordability weighted equally as evaluation criteria. The deadline for submitting solution briefs is May 29, 2026 at 3:00 PM ET, with questions due by April 28, 2026 at 3:00 PM ET, and the Government reserves the right to award to all, part, or none of the submitted proposals.

No set-aside designations have been applied to this solicitation. The solicitation does not identify any incumbent contractors or current service providers. No specific award value or budget range has been disclosed in the opportunity documentation. Key technical parameters require solutions to integrate with Army tactical vehicles (M1074A1, M1075A1, M1083A2, M1084A2, M1120A4, or M1279A2) and address the current inadequacies of the M1083 and M1084 medium-duty cargo trucks used for resupply operations. Performance of work shall take place in the United States, with submissions directed to Ashley Velazco, Contracting/Agreements Officer, at Ashley.l.velazco.civ@army.mil.
