About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Wright-Patterson Air Force Base has published a Special Notice for Mobile SAP IT Destruction Services on April 29, 2026. This is a sole-source contract action based on a justification and approval for other than full and open competition. The procurement seeks to award a firm-fixed-price contract to System High Corporation, located in Chantilly, Virginia, for mobile Special Access Program (SAP) IT destruction services. The contracting activity is AFLCMC/PZITB, and the contract value is anticipated to fall below $10 million. Although this is not a competitive solicitation, the government has opened the opportunity to all responsible sources to submit capability statements, proposals, or quotations demonstrating their ability to provide the required services.
Interested contractors must submit clear and convincing evidence of their capability to provide mobile SAP IT destruction services by May 13, 2026, at 3:00 PM EST. The primary objective is to secure certified mobile on-site destruction of classified IT equipment at Wright-Patterson Air Force Base, with System High Corporation identified as the only NSA/CSS-approved provider currently meeting the stringent requirements established by NSA/CSS Policy Manual 9-12. Eligible contractors must demonstrate experience handling and destroying classified materials, possess a self-contained destruction vehicle certified to NSA/CSS standards, provide logistical capability for on-site destruction to eliminate security risks, and employ personnel with appropriate security clearances trained to handle classified materials. Col. Paul W. Tinker has been appointed as Ombudsman to address contractor concerns, and the government has committed to continue monitoring the marketplace for future competition opportunities as additional qualified sources may emerge.

This is not a request for competitive proposals and no solicitation is available at this time. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required supplies/services by 13 May 2026 at 3PM EST. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government.
Col(S) Paul W. Tinker has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals or the source selection process and, therefore, for routine matters on individual solicitations, please contact the buyer at the telephone number listed herein. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. Should you desire to contact the Ombudsman, Col(S) Paul W. Tinker can be reached at e-mail: asca@us.af.mil.
