About this file

This is a Department of the Air Force Justification for Other Than Full and Open Competition (CUI document).

The Air Force seeks to award a sole-source contract to System High Corporation for mobile on-site destruction of classified IT equipment at Wright-Patterson Air Force Base. The contracting activity is AFLCMC/PZITB located in Wright-Patterson, Ohio. The acquisition value falls below $10 million and will be structured as a firm-fixed-price contract with cost reimbursement CLINs for travel expenses. The statutory authority for this sole-source award is 10 U.S.C. 3204(a)(1), which permits procurement when only one responsible source exists and no other supplies or services will satisfy agency requirements.

System High Corporation is identified as the only NSA/CSS-approved provider of mobile SAP IT destruction services meeting the stringent requirements of NSA/CSS Policy Manual 9-12, "Storage Device Sanitization Manual." The specialized nature of this work requires demonstrated experience handling and destroying classified materials, a self-contained destruction vehicle certified to NSA/CSS standards, logistical capability to conduct on-site destruction eliminating security risks of off-site transport, and personnel with appropriate security clearances trained to handle classified materials in a multi-agency shared workspace. The Air Force conducted market research since July 2025 and found no additional approved providers. The justification commits the agency to continue monitoring the marketplace for future competition opportunities as additional sources may become capable of meeting these requirements.
