New cellphone lines required activation within 24 hours; migrated lines required offerors to specify standard industry lead times. VAT of 21% was charged separately. Base-year minimum guaranteed orders were ARS 40,000,000.00 with a maximum cap of ARS 500,000,000.00. All offerors were required to register in SAM prior to submission and submit offers electronically in MS-Word, MS-Excel, or PDF format not exceeding 30MB per file.
