About this file

This document is a Pre-proposal Conference Question & Answers record for RFQ No. 19AR2026Q0008, issued by the U.S. Embassy Buenos Aires General Services Office Procurement Unit on March 27, 2026. The Q&A addresses inquiries received via email from three firms that participated in the pre-proposal conference regarding a solicitation for mobile phone services.

The document clarifies several key solicitation requirements and modifications. In response to pricing concerns, the Embassy confirmed that Amendment 0001 reduced the contract term to two years total with updated period of performance and pricing charts reflecting this change. Regarding service implementation, the Embassy clarified that while new cellphone lines must be activated within 24 hours per paragraph 6, this timeline does not apply to lines requiring migration from an existing carrier; instead, offerors must specify the standard lead time applicable to line migrations. The Embassy also confirmed that offers must be submitted according to procedures outlined in the solicitation cover letter and not through alternative submission methods such as OpenSpam (TM). Additionally, Amendment 0001 updated the pricing charts to remove the "Additional Taxes" line item, as those taxes have been eliminated in Argentina. All questions were addressed with reference to Amendment 0001, which contains the definitive pricing and performance term modifications.

Answer #1: Yes. See Amendment 0001 for the updated period of performance and pricing charts.

Question #2: Are all new cellphone lines or do you have existing lines that need to be migrated if a new company receives the contract?
