About this file

This document is a Pre-proposal Conference Question & Answers (Q&As) for RFQ No. 19AR2026Q0008, a solicitation for mobile phone services issued by the U.S. Embassy Buenos Aires General Services Office Procurement Unit on March 27, 2026. Three firms participated in the pre-proposal conference, and the document addresses six inquiries received via email regarding the solicitation.

Key clarifications from the Q&As include: (1) the contract term was reduced to two years total due to pricing being in Argentine Pesos without inflation adjustments, with updated terms and pricing charts provided in Amendment 0001; (2) the Embassy has existing lines requiring migration, and the 24-hour implementation timeline specified in paragraph 6 does not apply to migrated lines—offerors must specify standard industry lead time in their proposals; (3) offers must be submitted according to solicitation procedures, specifically as outlined in the letter preceding the solicitation document, not via OpenSpam; (4) the "Additional Taxes" line in pricing charts was eliminated and updated in Amendment 0001; and (5) the Embassy currently operates 418 total service lines, with approximately 15 lines (3.5%) designated for data-only devices requiring SIM/eSIM connectivity and the remaining lines assigned to smartphones, though this allocation may fluctuate based on operational needs.

Pre-proposal Conference Question & Answers – Q&As

March 27,2026

The U.S. Embassy Buenos Aires conducted a site visit and pre-proposal conference on March 27, 2026, at 9:00 hours for the above referenced solicitation for the US Embassy Buenos Aires.

Three firms participated in this pre-proposal conference.

The questions and answers below are responsive to the inquiries received by email regarding this solicitation.

Question #1: Given that prices will be in Argentine Pesos and cannot be updated by inflation, could the contract term be reduced to two years total?

Answer #1: Yes. See Amendment 0001 for the updated period of performance and pricing charts.

Question #2: Are all new cellphone lines or do you have existing lines that need to be migrated if a new company receives the contract?

If lines need to be migrated, the time to complete the migration needs to be more extensive than the 24 hours specified in paragraph 6. Addition of New Lines.

Answer #2: Yes, for migrated lines the term specified in paragraph 6 of the solicitation is not applicable. Please, specify in your offer what is the standard lead time in the industry.

Question #3: Can the offer be submitted via OpenSpam (TM)?

SBU - CONTRACTING AND ACQUISITIONS

Answer #3: No. Offers need to be submitted as outlined in the solicitation (particularly in the letter that precedes the solicitation document).

Question #4: The “Additional Taxes” line in the pricing charts is no longer applicable as those taxes have been eliminated.

Answer #4: Thank you for the information. See Amendment

0001 with pricing charts updated accordingly.

Question #5: Could the contract term be reduced to two years?

Answer #5: See Answer #1 above.

Question #6: How many of the service lines will be assigned to smartphones; and ow many will be assigned to tablets or data-only devices requiring SIM/eSIM connectivity?

Answer #6: At this moment we have 15 out of 418 lines that are data only (roughly 3.5%), but that could fluctuate due to our needs. All other lines are assigned to smartphones.
