About this opportunity
The Vermont Air National Guard seeks three mobile laser cleaners for airfield ground equipment maintenance via Firm Fixed Price RFQ W50S9C-26-Q-A020, with quotes due September 8, 2026. This is a total small business set-aside under NAICS 333517 (Machine Tool Manufacturing), size standard 500 employees.
Place of performance is South Burlington, Vermont. The mobile laser cleaner removes paint and light corrosion from airfield ground equipment as a safer alternative to sanding hex chromate primer. Technical specifications require a pulsed fiber laser with 200–300W power output, 110V input capability, compact design with ruggedized wheeled transportation case, less than 100 lbs total weight, and an ergonomic handheld applicator. The unit must be truly mobile, distinct from permanently installed equipment.
Evaluation uses a tradeoff process across three factors: Technical Capability/Delivery (30-day delivery desired; faster delivery and specs exceeding minimums favorable; considered approximately equal to price in weighting), Past Performance (verified through Supplier Performance Risk System with no negative history acceptable), and Price (reasonableness assessed). The Contracting Officer may award to a higher-priced quote if superior technical capability or faster delivery justifies the cost. Quotes must be submitted electronically to Kristen.Lucey.2@us.af.mil and remain firm for 30 calendar days from receipt. Offerors should provide best terms initially; the Government intends to award without discussion. Award will be via email notice of award constituting a binding contract. Delivery and payment terms are to be provided in quotes. Contracting Officers: MSgt Kristen Lucey (802-660-5443) and MSgt James Yoshikawa (802-660-5423).
