About this opportunity

The Federal Bureau of Investigation (FBI) is seeking innovative mobile biometric software solutions for operational use across Android smartphones and Windows-based laptops. The primary objective is to develop applications capable of capturing comprehensive biometric data including fingerprints, facial photographs, iris images, latent fingerprint images, scars, marks, tattoos, and palm prints for submission to an automated biometric identification system. The software must conform to the FBI's Electronic Biometric Transmission Specification (EBTS) and provide consistent user experiences across both Android and Windows platforms. Vendors must submit responses by March 19, 2025, with preliminary questions due by March 5, 2025, and are required to provide detailed documentation including company information, technical capabilities, GSA schedule status, and U.S. business presence details. The RFI mandates that responses be no more than 15 pages and demonstrate compatibility with specific biometric hardware including IB Mannix, Cross Match Guardian, 3M Cogent fingerprint scanners, and various IrisID/IriTech devices.

The pre-solicitation notice indicates no specific set-aside designation, suggesting the opportunity is open to a broad range of qualified vendors. While no incumbent contractor is explicitly named, the RFI suggests the current contract is nearing its end, signaling a potential full and open competition. The FBI is exploring flexible licensing models and expects vendors to describe their licensing structures and options. The software solutions must support both connected and offline operations, enable remote configuration management, and integrate with international locations. Key technical requirements include the ability to pre-load watch lists, support various image capture and compression standards, and directly submit biometric data to an Automated Biometric Identification System (ABIS). The procurement appears focused on a comprehensive mobile biometric data collection capability that can operate across diverse technological environments and meet stringent federal law enforcement standards.

Notice text

The FBI intends to identify available software solutions for operational use providing the FBI with the ability to perform biometric collections. These collections shall include fingerprints, facial photographs, iris images, latent fingerprint images, scars, marks, and tattoo images as well as palm prints for submission to and receipt of a response from an automated biometric identification system, via an Android and Windows-based (currently Windows 11 but expect enhancements to stay compatible with upgraded operating systems) applications from domestic/international locations. The intended use is for mobile biometric collection on Android-based smartphones or windows-based laptops. The two solutions need to look similar to the user even though developed for different operating systems. The software must capture data and package it in a transaction that conforms to the current FBI Electronic Biometric Transmission Specification (EBTS).
