About this file

This is a Request for Information (RFI) issued by the FBI's Finance and Facilities Division seeking information about software solutions for mobile biometric collection capabilities. The FBI aims to identify vendors who can provide Android and Windows-based applications that enable the collection of fingerprints, facial photographs, iris images, latent fingerprint images, scars/marks/tattoos, and palm prints for submission to an automated biometric identification system.

The software must conform to FBI Electronic Biometric Transmission Specification (EBTS), support various Types of Transactions (TOT), use certified Wavelet Scalar Quantization algorithms for fingerprint compression, and connect to FBI Web Services. Key requirements include rolling license models, configurable collection order, quality checking capabilities, error detection, and support for both connected and offline operations. Responses are due by March 19, 2025 at 12pm ET, with questions due by March 5, 2025. The RFI requires responses to be no more than 15 pages and must include company information, technical capabilities, GSA schedule status, and U.S. business presence details. The software must be compatible with specific hardware including IB Mannix, Cross Match Guardian, 3M Cogent fingerprint scanner, and various IrisID/IriTech devices.

INTRODUCTION

Responses to this RFI may be used to formulate final requirements and/or to identify qualified vendors capable of meeting those requirements. The description below outlines preliminary requirements envisioned for a robust Mobile Biometric Capability.

BACKGROUND

The FBI intends to identify available software solutions for operational use providing the FBI with the ability to perform biometric collections. These collections shall include fingerprints, facial photographs, iris images, latent fingerprint images, scars, marks, and tattoo images as well as palm prints for submission to and receipt of a response from an automated biometric identification system, via an Android and Windows-based (currently Windows 11 but expect enhancements to stay compatible with upgraded operating systems) applications from domestic/international locations.

The intended use is for mobile biometric collection on Android-based smartphones or windows-based laptops. The two solutions need to look similar to the user even though developed for different operating systems. The software must capture data and package it in a transaction that conforms to the current FBI Electronic Biometric Transmission Specification (EBTS).

CAPABILITIES

The product must have the following capabilities.

• The software must have the capability to submit any of the Types of Transactions (TOT) listed in the current FBI EBTS.

• The software must have the capability to use a certified Wavelet Scalar Quantization algorithm for compression of fingerprint images captured at 500 pixels or greater

• The software must have the capability of connecting to FBI Web Services and include a unique identifier embedded within the transaction for validation/authorization of the submission.

• The licensing model available for the software, must be rolling licenses and not static licenses based on installations.

• The software must have the ability to modify collection order of the fingerprints in the field. For example, the ability to capture entire right hand (plain impressions) and individual fingers first, or the left hand (plain impressions) and individual fingers or all plain impressions first and then rolled impressions.

• The software must have the capability to view individual collected fingerprint images with selectable images for reprinting. For example, the ability to view an individual collected rolled impression and then select the impression and reprint it, if the collection doesn’t appear to be of good quality.

• The software must have the capability to perform automatic sequence checking functions to ensure that individual fingerprint position designations are consistent with plain impressions.

• The software must have the capability to provide indication for sequence checking errors.

• The software must have the capability to enforce Image Quality Specifications per Type of

Transaction.

• The software must provide indication for image quality errors. Additionally, the operator must have the ability to re-capture individual fingerprint images if quality was insufficient to meet

National Institute of Standards and Technology (NIST) Fingerprint Image Quality (NFIQ) threshold requirements.

• The software must have the capability to detect incorrect finger orientation (i.e. sideways, upside-down) in a single finger or 4-finger slap image and provide indication to user of the error.

• The software must have capability to automatically detect when multiple friction ridge images from two separate fingers is present in a single finger or 4-finger slap image and provide indication to user of the error.

• The software must provide the capability to accommodate amputated (missing) and unprintable

(bandaged) fingers.

• The software must have the capability to perform dual or single iris capture of right and left irises as well as provide the capability to accommodate (missing) and uncapturable (bandaged eyes) irises.

• The software must have the capability to capture full, half, and writer’s edge palm prints as well as provide the capability to accommodate amputated (missing) and unprintable (bandaged) hands/palm prints.

• The software must provide the user with progress indicators during biometric collection (As sections are complete or incomplete).

• The software must have the capability for every EBTS field to be configurable and note preset fields (e.g., enter default ORI, Reason Fingerprinted, etc.).

• The software must have the capability to define or change the fingerprint capture order via configuration settings, based on specific Types of Transactions (TOT).

• The software must have the capability to make non-mandatory fields such as the Originating

Agency Case Number (OCA) field configurable for separate types of transactions.

• The software must automatically detect what biometric capture device is connected to either the

Android or Windows device and adjust the biometric capture prompts within the application for each device (e.g. four-finger vs two-finger.).

• The software must have the ability to capture the name as parts, such as first, middle, last, and tribal names captured separately in different text fields and the application will concatenate the separate entries into the required EBTS Type-2 Name field 2.018.

• The software must have the capability to automatically add a geocoordinate (latitude/longitude and Military Grid Coordinate System) within a transaction when user indicates it within an optional field. This capability must be configurable.

• The application must have the capability to queue the transaction until cellular reception or network connectivity is available; at which time it will automatically send the transaction using guaranteed message delivery over the web server.

• The application must have the capability to capture latent print images using the Android mobile device camera. The capture ability must include Focus Peaking1 and Leveling Bubble and meet

FBI image standard2.

• The software must support training mode operations. Training mode is defined as an environment where the user can create and submit a test transaction to a non-operational environment which will then provide a response back to the device. The training mode shall be an exact “mirror” of the Live mode and include all transactions.

• The software must have the capability for the FBI to be able to control all configuration settings for every user account remotely utilizing configuration files accessed and implemented by the web server.

• The software must allow users to pull a log of technical issues and transmit to FBI team for troubleshooting.

• The software must have the capability of scanning the RFID or barcode of the DNA buccal swab using the devices camera to include within the transaction.

• The application must have the capability of scanning a driver’s license or passport using the phone/tablet camera to auto populate biographic information within the selected TOT.

• The software must have the capability to scan a fingerprint card, customize the format, and transmit as EBTS approved transactions.

1 Focus peaking works by detecting edges of highest contrast in your scene (and therefore most in focus) and highlighting them in a bright color. This allows the user to know when they are good to take a photo in quick fashion and to not have to know proper photography techniques. The focal distance is fixed to keep people from taking a photo too far away and out of resolution requirements, and when they move the camera to the proper distance from the surface it turns green. "Green means go."

2 https://fbilabqsd.fbi.gov/file-repository/latent-prints/frd-200-11-case-acceptance.pdf/view

• The software must have the capability to pre-load “watch lists” to devices for onboard matching regardless of connectivity for transmission over cellular network.

• The software must have the capability to import/export EBTS files for submission.

• The software must have the capability to pre-populate partial submissions and save on device for continued processing at a later time.

• The software shall be one (1) complete system that includes fingerprint, palmprint and Iris. The vendor shall not submit separate applications for each biometric.

• Is the software currently listed on the FBI’s Certified Products List?

The FBI intends to use existing hardware and the application at a minimum, needs to be compatible with the following:

o IB Mannix o Cross Match Guardian.

o 3M Cogent fingerprint scanner.

o LG IrisID TD100 o IrisID R100 o IrisID T10 o IriTech IriShield BK 2121 U.
