About this opportunity
The Fish and Wildlife Service seeks contractor quotations for rehabilitation of the Ozark Highlands Auto Tour Road at Mingo National Wildlife Refuge in Puxico, Missouri, with quotations due August 20, 2026, at 12:00 p.m. local time. The procurement is set aside for small business concerns.
Place of performance is Mingo National Wildlife Refuge, Puxico, Missouri. The contract requires delivery and spreading of 1,875 tons of 1-inch minus gravel and 1,000 cubic yards of clean dirt meeting Missouri Department of Transportation topsoil specifications (Section 905-2.1)—fertile, loamy soil free from hard clods, stiff clay, hardpan, pebbles larger than 2 inches, and objectionable plant material, with no red clay. Materials must be locally sourced. The contractor shall haul, dump, and tailgate spread materials to refuge-marked locations along two road segments (GPS coordinates 3656'18.15, 9013'24.84 and 3700'18.50, 9011'56.62), covering approximately 10 miles of auto tour route. Work must be completed by December 31, 2026. The contractor bears responsibility for repairing any damage to existing gravel roads and must clean equipment before and after site entry to prevent noxious species spread.
The estimated construction magnitude is between $25,000 and $100,000. Davis-Bacon prevailing wage requirements apply; applicable wage determinations for Stoddard County, Missouri are attached. Performance and payment bonds are required within 10 calendar days of award. Quotations must include all mobilization, supervision, management, labor, transportation, equipment, materials, overhead, and profit on a lump sum basis with separate unit pricing per cubic yard for dirt and per ton for gravel. Evaluation is on price alone, with award to the lowest evaluated price from a responsible respondent. A mandatory site visit is August 13, 2026, at 10:00 a.m. CST. Questions are due August 12, 2026, at 12:00 p.m. EST. Electronic submission is required to christa_garrigas@ios.doi.gov. NAICS 237310; PSC 5610.
