About this file

This is a Statement of Work for road rehabilitation services at Mingo National Wildlife Refuge in Puxico, Missouri.

The U.S. Fish and Wildlife Service seeks contractor quotes to provide and haul road materials to rehabilitate the Ozark Highlands Auto Tour Route, approximately 10 miles in length. The contractor must deliver 1,875 tons of 1-inch minus gravel and 1,000 cubic yards of clean dirt meeting Missouri Department of Transportation topsoil specifications (Section 905-2.1), which requires fertile, loamy soil free from hard clods, stiff clay, hardpan, pebbles larger than 2 inches, and objectionable plant material. Materials must be locally sourced with no red clay. The contractor shall haul, dump, and tailgate spread materials to refuge-marked locations along two road segments (GPS coordinates provided: 36°56'18.15, 90°13'24.84 and 37°00'18.50, 90°11'56.62). Work must be completed by December 31, 2026. Bids must include all mobilization and related fees and be submitted on the provided bid form with separate pricing per cubic yard for dirt and per ton for gravel. Contractors must notify refuge contacts 48 hours before starting work, visit the site prior to bidding, clean equipment before and after site entry to prevent noxious species spread, minimize soil disturbance and rutting, and secure any equipment left on-site. The contractor bears responsibility for repairing any damage to existing gravel roads. Payment follows invoice receipt and work inspection for contract compliance. The refuge reserves the right to adjust work scope based on budgetary constraints. Primary contacts are Corey Kudrna, Deputy Refuge Manager (573-225-1535, corey_kudrna@fws.gov) and Ben Mense, Refuge Manager (573-225-4504, ben_mense@fws.gov).
